POSITION OVERVIEW:

IT Program Management is a core job family within Gilead's broader Information Technology (IT) group. IT Program Management supports Gilead business strategies and operations by taking the lead on product, project, program and vendor management for all IT projects and services to enable more efficient business operations and faster, more effective achievement of business strategies and goals. IT Program Management works closely with business leads and other IT partner functions to develop and maintain in-depth understanding of business needs and objectives in both business and technology realms. IT Program Management plays a critical role in planning, budgeting, coordinating, and overseeing implementation of business technology solutions. IT Program Management leads the coordination of IT resources to deliver against business needs and objectives. IT Program Management’s work can include project communications, change management, and continuous improvement efforts. IT Program Management are the experts in Agile and other Project Management methodologies.

You will act as the lead program manager for a portfolio of IT projects in Kite Pharma, which is wholly owned by Gilead Sciences. You will be responsible for the delivery of projects, which involves leading and overseeing teams comprised of internal and external partners. You will routinely interact with and advise senior business leaders and stakeholders. You will direct the work of other project managers.

EXAMPLE RESPONSIBILITIES:

  • Takes overall ownership of the delivery of a portfolio of IT projects.
  • Manages a team of project managers, including performance management, escalation management and vendor management.
  • Represents IT project management to Kite business stakeholder.
  • Oversees and ensures timely and appropriate project intake, feasibility studies, and project prioritization planning.
  • Reviews business and functional requirements to understand project / enhancement specifications. 
  • Ensures timely and thorough business / user requirements gathering / needs analysis.
  • Oversees project teams supporting assigned programs, including ensuring appropriate and clear assignments, regular communications, and evaluation of progress against business goals and objectives.
  • Ensures timely and appropriate development project plans, including scope, deliverables, specifications, key performance indicators, resources, budget / costs, timelines, communications, testing, validation, deployment, user training and any other change management activities necessary to ensure the successful and timely implementation of IT solutions.
  • Where applicable, ensures timely and appropriate support for development and management of request for proposal submissions and responses, vendor evaluation, contract readiness and other assessments, such as GxP / SOX requirements.
  • Works with other IT partners to identify, align and assign internal / external resources to support assigned products or programs. 
  • Ensures timely and appropriate recurring and ad hoc project reporting, including progress reporting, budget reporting, and reporting of key performance indicators.
  • Ensures delivery of recurring and ad hoc project updates / communications to the business.
  • Monitors and evaluates plans to mitigate and resolve project risks.
  • Ensures the effective management of project financials to ensure project completion within the approved budget and the realization of project value.
  • Ensures established IT program processes and governance are followed and that established standards are met.
  • As needed, ensures timely and appropriate support for testing, validation, and QA teams to assure projects are delivered compliantly and in alignment with project specifications.
  • Ensures effective collaboration with vendors and manages vendor performance.
  • Participates in post-project-implementation sessions to conduct value affirmation and determine any future actions.
  • Trains and mentors less experienced colleagues
  • Ensures assigned work complies with established practices, policies, and processes and any regulatory or other requirements.
  • Interacts effectively with senior stakeholders up to VP-level.

REQUIREMENTS:

Minimum Education & Experience

  • 10+ years of hands-on IT project management experience.
  • 5+ years of hands-on IT program management experience.
  • Extensive IT experience in a corporate or other relevant business environment.
  • Significant experience managing IT project analysis, planning, budgeting and coordination of IT resources to support business needs.
  • Significant experience working with Agile, Six Sigma and other project management, quality and change management methodologies.
  • Significant experience working across multiple IT areas / disciplines.
  • Significant experience in financial management of projects and programs, including spend forecasting.
  • Experience in leading multiple IT projects of considerable scale and complexity for one or more business functions.
  • PM certification.
  • Significant experience managing IT consultants and vendors.
  • Experience overseeing, coaching and guiding the work of less experienced colleagues.
  • IT experience in support of business areas in life sciences is preferred.

Knowledge & Other Requirements

  • Advanced business and financial acumen and able to apply this to strategically evaluate business, economic and technical trade-offs of possible solutions and options for both the short- and longer-range.
  • Knowledge of best practices in IT related to project management, continuous improvements and change management.
  • Considered an expert in Agile, Six Sigma and other project management, quality and change management methodologies and proven abilities to apply these to IT solutions to meet business needs and objectives.
  • Knowledge of IT security, quality and risk management requirements relevant to assigned domain.
  • Knowledge of or aptitude to learn regulatory requirements relevant to the biopharma industry.
  • Strong communication and organizational skills. Demonstrable abilities to effectively communicate project direction and status to varying organizational levels, including leadership teams, executives, and steering committees.
  • Demonstrated excellence in complex project management and effectively managing multiple projects and priorities.
  • Strong leadership presence with demonstrated ability to lead without authority and influence programs, projects and/or initiatives.
  • Attention to detail and inquisitive mindset is essential.
  • Strong interpersonal skills are essential.
  • When needed, ability to travel.

Gilead and Kite Careers

The salary range for this position is: $139,995.00 - $181,170.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package. Benefits include company-sponsored medical, dental, vision, and life insurance plans*.
