The Corporation Counsel is the head of the corporate legal department and is responsible for Milwaukee County legal affairs. This role includes providing legal counsel and quasi prosecutorial support to Milwaukee County elected officials, department heads and employees.

Job Summary

Corporation Counsel advises County leadership in a manner consistent with the strategy and direction set by the County Executive and the County Board, supporting Milwaukee County direction and culture initiatives.

As a senior executive of the county, the Corporation Counsel also acts as a strategic business partner by providing legal advice and oversight in a number of areas, including ethics, privacy, transparency, data collection and storage, contracting, and regulatory and governmental changes and compliance. Directs the prosecution and defense of civil actions, overseeing settlement negotiations. Counsels executive, legislative and judicial branches on legal implications during annual budget adoption, renders formal opinions, maintains and allocates office budget, and manages outside counsel agreements per section 59.42 of Wisconsin State Statutes.

Essential Duties and Responsibilities

The Corporation Counsel will:

  • Drive change to build a best-in-class organization that is responsive to the needs of its constituents.
  • Work alongside County administration to implement best practices that will allow the County to function more effectively and efficiently, while protecting the County’s legal interests.
  • Develop and lead, along with the client, corporate legal strategy to promote and protect Milwaukee County.
  • Provide direction, supervision and evaluation for all Corporation Counsel employees, with a focus on employee learning and development.
  • Ensure that all services provided are client-centered and high-quality, while actively looking for opportunities and innovative ways to ensure fiscal sustainability of services.
  • Maintain proper County interactions with the relevant local, state and federal governmental bodies, legislatures and the community at large.

Required Skills and Abilities

  • A Juris Doctorate (JD)
  • Fifteen (15) or more years of experience as a practicing attorney.
  • Five (5) or more years’ experience as an attorney working in government agency and/or a general counsel office.
  • Significant experience/expertise in municipal law, including but not limited to the areas of Public Records, Open Meetings, and Election Law.
  • Five (5) or more years’ experience managing, coaching and developing professional staff. 
  • License to practice law in Wisconsin.
  • Experience working with a diverse population with diverse needs is preferred.

Candidates will have a proven track record of delivering results, building accountability for staff, and creating a positive working environment characterized by teamwork and innovation. The ideal candidate will be a strong and confident leader with excellent interpersonal skills, including an unquestionable sense of integrity and honesty. Candidates will be able to organize and express ideas through excellent oral and written communications to a wide variety of audiences, such as citizens, community groups, public officials, and other boards and committees.

The Corporation Counsel must possess:

  • Excellent management and leadership skills
  • Strong business acumen and a broad business experience that aligns with that of Milwaukee County
  • Ability to build and maintain strong external and internal working relationships
  • Ability to secure the understanding and cooperation of multiple departments or interests
  • Ability to speak effectively before both internal and external groups

License/Certification: Admission to the Wisconsin State Bar. Licensure must be kept current during incumbency of position.
