The Overdose Prevention and Response (OP&R) Section of Public Health | Seattle & King County is seeking a Term-Limited Temporary (TLT) Project Program Manager IV | Community Initiatives Program Manager to join our team!

The Community Initiatives Manager will serve as a dynamic leader in the Overdose Prevention and Response (OP&R) team and be responsible for overseeing the implementation and ongoing success of various community initiatives aimed at preventing and responding to overdoses in King County. Reporting directly to the Public Health-Seattle & King County (PHSKC) Strategic Advisor on behavioral health, this role requires exceptional project management skills, strategic thinking, strong supervision skills, and a passion for community engagement and overdose prevention. The Project/Program Manager IV will primarily focus on initiatives such as Community-based Drug Checking, Emergency Medical Services (EMS) response to overdose prevention through a federal Substance Abuse and Mental Health Services Administration (SAMHSA) grant, overdose prevention with homeless services providers, place-based post-overdose follow-up, and potentially other community-driven efforts as they emerge.

This position will serve as part of a leadership team in the Overdose Prevention and Response workgroup, which leads initiatives to reduce overdose deaths and improve the health of individuals who use drugs in King County. This position is a seasoned supervisor with experience supervising mid-level managers working on programs that serve individuals with substance use disorders. The successful applicant will have a strong history of managing cross sector teams; developing and monitoring budgets; Request for Proposal development; contract execution and monitoring; and grant development and management. Applicants should have a strong background in community engagement, including working with those with lived experience from diverse backgrounds. 

This is a Term-Limited Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last for two (2) years. 

This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Location:

The work associated with this position will be performed remotely and on-site for meetings as needed and occasion in-person work either in the office or off-site with community partners. 

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. 

Work Schedule:

This position works Monday-Friday, 8:00am - 5:00. However, there may be evening or weekend hours as sometimes meetings and trainings with partners and community members need to be held outside of standard business hours. These hours are subject to change with advance notice.

Job Duties

Strategic Planning and Coordination:

  • Work with project managers and other team members on the Community Initiatives team within OP&R to oversee the development and execution of implementation plans for each initiative, ensuring alignment with the team’s mission and community needs.   • Coordinate with internal and external stakeholders to establish clear goals, objectives, and timelines for implementation.

Program Implementation and Oversight:

  • Directly oversee program managers responsible for overdose prevention community-based initiatives such as Drug Checking, EMS response to overdose prevention, overdose prevention in homeless services providers, and place-based post-overdose follow-up in coordination with community and other governmental partners.
  • Provide guidance and support to project teams, ensuring adherence to best practices, quality standards, and timelines.

Resource Management and Sustainability:

  • Work with program managers to manage resources allocated to each initiative, including budget development, expenditure tracking, and grant management.
  • Identify opportunities for securing additional funding or partnerships to support program expansion and sustainability.

Monitoring, Evaluation, and Continuous Improvement:

  • Work with epidemiologists, evaluators, community stakeholders and other interested individuals to develop and implement robust monitoring and evaluation frameworks to assess the impact and effectiveness of community initiatives.
  • Use data-driven insights to identify areas for improvement and innovation, fostering a culture of continuous learning and adaptation.
  • Provide support to ongoing contract monitoring to ensure that contract deliverables are met.

Community Engagement and Partnership Building:

  • Cultivate strong relationships with community partners, including local government agencies, nonprofit organizations, healthcare providers, and community leaders.
  • Facilitate collaborative efforts to address drug overdoses and improve the health of individuals using drugs by leveraging the collective expertise and resources of diverse stakeholders, including individuals with lived experience.

Team Leadership and Development:

  • Supervise a team of project/program managers and staff members, providing mentorship, guidance, and support to facilitate professional growth and development.

Clinical Oversight and Management:

  • Oversee the work of contracted clinical staff and provide internal expertise on clinical best practices. 
  • Helping to develop clinical pathways for individuals with substance use disorder and mental health conditions. 

Experience, Qualifications, Knowledge, Skills

  • Established history of community engagement across multiple community sectors.
  • Bachelor's degree in public health, social work, public administration, or a related field. (Education requirement may be substituted by at least 7 years of experience in program management, with a focus on community-based initiatives, substance use disorder, overdose prevention, harm reduction, or related areas.)
  • Strong understanding of evidence-based practices in the treatment of substance use disorders and harm reduction.
  • Proven track record of strategic planning, project management, and stakeholder engagement.
  • 2-3 years of demonstrated experience supervising and leading teams, with strong interpersonal and leadership skills.
  • Excellent communication and relationship building skills, with the ability to effectively collaborate with partners who represent a diverse array of communities.
  • Experience working within the community, preferably in a public health or social services context.
  • Knowledge of local, state, and federal regulations related to substance use treatment and harm reduction.
  • Experience advancing racial equity and social justice principles, practices, and policies that address the effects of place, race, policy, and systemic inequities on communities and populations.
  • Commitment to promoting health equity and addressing social determinants of health.
  • Experience applying for, implementing, and/or successfully completing federal grants.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines simultaneously.
  • Individuals with lived experience with substance use disorders and/or mental health conditions are encouraged to apply.

Desired Qualifications:

  • Master’s Degree in public health, social work, public administration, or a related field.
  • Strong experience using project management tools to organize, prioritize, and track progress on project deliverables.
  • Strong writing skills, with a history of developing publications or proposals for funding as the primary author.
