The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by Tetra Tech, a leading consulting firm based in the United States.

USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose:

Tetra Tech has an opportunity for a Contracts Administrator to support ESP’s overall mission. The Contracts Administrator will be responsible for supporting ESP’s Senior Contracts Manager in executing the full life cycle contract administration process for the ESP project. Position responsibilities: 

  • Support contracts and procurement teams with implementation of appropriate acquisition instruments based on the project’s requirements.
  • Create, modify, and draft purchase orders, subcontracts, and administrative micro purchase agreements. 
  • Draft procurement documentation.
  • Maintain field office procurement and contracts files.
  • Review incoming and outgoing correspondence.
  • Assist the contracts manager in completing the quarterly internal review of subcontract files.
  • Perform other related duties as assigned. 

Minimum qualifications:

  • 1 year of relevant professional experience. 
  • Bachelor’s degree in law, business administration, finance or related field. 4 years of directly related work experience may be substituted for degree. 
  • Prior work experience with U.S. federal government contracting 
  • Previous financial and project management experience 
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment 
  • Basic negotiating and budgeting skills. 
  • Proficient in Microsoft Excel and Word 
  • Professional proficiency in English and Ukrainian 

Preferred qualifications: 

  • Experience in procurements with USAID or other donor agencies 
  • Strong attention to details 
  • Advanced degree 
  • Excellent communication and customer service skills
