Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 

The Opportunity

WSDOT has an exciting opportunity for an engineering professional who has exceptional leadership skills to serve as the Assistant Construction Project Engineer in Union Gap, WA. This position's main purpose is to assist the Project Engineer and to serve as the Agency's representative who directly supervises the engineering and administration of construction projects for the improvement and preservation of the state's transportations system within the South Central Region (SCR). The SCR encompasses Asotin, Benton, Columbia, Franklin, Garfield, Kittitas, Walla Walla, and Yakima counties and portions of King, Lewis and Whitman counties and includes over 3111 lane miles of highways, including over 460 bridges structures, 5 safety rest areas.

This position is responsible to utilize a variety of advance management principles and coordinate with other organizational units to ensure projects are constructed and administered to meet Federal and State laws, legislative commitments, and engineering principles for on time and on budge delivery of I&P Programs. The position must ensure that contract requirements are adhered to, that technical standards are met, and that cost effective designs are incorporated into projects. The position must ensure that these are on-schedule and within the budget allocated for each project.

What to Expect

Among the varied range of responsibilities held within this role, you will:

  • Manage an office of professional and technical engineers for the delivery of assigned Capitol Improvement
  • Preservation Program (CIPP) projects.
  • Certify, by use of professional engineer's stamp, that all WSDOT and federal standards and policies were followed in the development of all any design documents, plans, and specifications including change orders to contracts. This essential function of holding a professional engineer’s stamp may occur one-year of the date of employment.
  • Strategically plan the budget, schedule, and workforce necessary to deliver CIPP projects (up to several years depending on complexity). Partner with outside agencies, consultants, public entities, stakeholders, and internal departments in the development and implementation of project management plans.
  • Provide expert technical direction and mentoring on the most complex of construction and design issues.
  • Ensure projects follow Federal, State, and local laws and regulations related to design, construction, environmental permits, and emergency contract administration.
  • Report on the status of assigned projects to agency executives at the regional and statewide level to support and improve accountability of WSDOT.
  • Perform supervisory duties for office employees including assigning work, evaluating performance, coaching, training, and taking corrective action.
  • Communicate effectively to contractors, agencies, tribes, media, and the general public. Serve as the point of contact for assigned projects.
  • Facilitate agreements between competing interest groups and regulatory agencies, including real estate interests taking into account the long-term goals of the agency. Employ negotiation and problem-solving skills to resolve conflicts.
  • Ensure project agreements and commitments are completed.
  • Promote a safe, fair, violence-free work environment.
  • Mentor and develop employees.

Qualifications

To be considered for this opportunity, the following are required:

  • Registration as a Professional Engineer with Washington State or have the ability to attain Registration as a Professional Engineer with Washington State within one (1) year of the date of employment.
  • Possession of a valid Washington State driver’s license or attain a valid Washington State driver’s license within 90-days days.

It is preferred that qualified candidates also have:

  • Bachelor of Science in Civil Engineering or equivalent with 4 years of professional level experience under a licensed engineer or 8 years of professional level experience under a licensed Engineer.
  • Engineer in Training Certificate with State of Washington or equivalent.
  • Four (4) or more years of experience with a cross section in all discipline areas of WSDOT and/or the transportation industry, with increasing levels of responsibility.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
