The Data Use and Informatics Advisor is a key member of the USAID Ireme team, responsible for designing, producing, and disseminating high-quality data in the form of reports and visualizations that communicate complex information about Rwanda’s health system to various audiences. The Data Use and Informatics Advisor will work closely with the Ireme project's Monitoring, Evaluation, and Learning (MEL) Director, as well as other technical and programmatic staff, to ensure that data collected and analyzed by the project are translated into clear, compelling and actionable messages for decision-makers, partners and stakeholders. The Data Use and Informatics Advisor will also provide capacity building and mentoring to project staff and counterparts on data design principles and best practices.

The main duties and responsibilities of the Data Use and Informatics Advisor include:

  • Develop and implement a project-level data use and Informatics strategy for the project, aligned with the project's objectives, indicators and learning agenda.
  • Transform workplan in a digital tracking tool to help track of implementation progress, and work with the MSH HQ team to innovate action tracking tool.
  • Work with the MSH HQ to ensure relevant data are reported in the organizational DHIS2 and Power BI instances .
  • Train and support the technical team to use dashboard reports for iterative data review of project implementation and activities
  • Support the technical team to liaise with the digital health partners in implementing digital health interventions.
  • Create and maintain project data sources, using various tools and software such as DHIS2 and Excel
  • Ensure the project proactively apply geospatial methods, using geographic information systems (GIS) data, to monitor activities and project support across the country, to inform program development and country planning.
  • Collaborating with the MEL team and other technical and programmatic staff to identify data needs, gaps and opportunities for data use and visualization.
  • Conducting data quality checks and validation before visualizing and disseminating data.
  • Providing technical assistance, training and mentoring to project staff and counterparts on data use and visualization skills, using adult learning methodologies and tailored approaches.
  • Monitoring and evaluating the effectiveness of data use anddigital products and activities, using feedback mechanisms and indicators.
  • Support the communications team to produce data visualizations for project reports, presentations, briefs, newsletters, social media and other communication products, ensuring accuracy, consistency and adherence to branding guidelines.
  • Staying abreast of emerging trends, innovations and best practices in data use and digital tools in the health sector.
  • Performing other duties as assigned by the supervisor or project director.

QUALIFICATIONS

  • A master's degree in Informatics, Health informatics, public health, statistics, data science, graphic design or a related field.
  • At least five years of relevant experience in data use, visualization and informatics design in the health sector, preferably in international development contexts.
  • Demonstrated skills in using various data visualization and informatics tools and software such as DHIS2, Excel, Power BI, Tableau, Adobe Illustrator, Canva, Python, R, STATA, SPSS, etc.
  • Strong knowledge of data quality standards, principles and best practices for data use and communication in the health sector.
  • Excellent communication skills, both written and oral, with the ability to present complex data in simple and engaging ways to diverse audiences.
  • Experience in providing capacity building and mentoring on data use and digital design principles to health professionals and decision-makers.
  • Ability to work independently and collaboratively in a fast-paced environment with multiple deadlines and competing priorities.
  • Fluency in English; proficiency in other languages is an asset.
