Summary

This position is aligned to the United States Mint, Office of the Director, Office of the Chief Administrative Officer, Human Capital Directorate (HCD). This position provides technical expertise, advice, and counsel on the most complex issues that arise concerning Recruitment and Placement, Classification, Office of Worker's Compensation, Employee Development, Employee/Labor Relations (in the absence of the ER/LR employee[s]), and any other relevant HR-related issues.

Duties

As a Lead Human Resources Specialist, you will:

  • Serve as an authoritative expert on staffing and recruitment issues for a complex facility with frequently changing priorities and functions. Provide authoritative advice to managers, supervisors, and employees regarding the most difficult, complex, and unprecedented recruitment and placement actions.
  • Work with management to resolve complex position management issues involving a variety of professional, administrative, technical, clerical, and wage grade jobs. Provide assistance to supervisors and managers to clarify and define duties and responsibilities of positions, interrelationships with other positions, and career patters to determine the types of positions required and the most appropriate organizational structure.
  • Provide technical expertise in determining rates of pay and on using compensation flexibilities to help recruit, manage, and retain employees.
  • Assist the Employee Development Specialist in analyzing and researching a variety of training initiatives. Advise management on developing and maintaining the proper balance between organization strategic plans and goals and training plans.
  • Serve as the Employee or Labor Relations Specialist in their absence. Apply a wide range of HR Management concepts, laws, policies, practices, analytical, and diagnostic methods and techniques to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues.
  • Provide advice and council to lower graded HR staff, management, and employees on the most complex and difficult OWCP, Family Medical Leave Act (FMLA), Limited/Light Duty issues, etc. Work with HR Specialist to strategically and proactively assess long-term OWCP cases, evaluate governing OWCP regulations for changes to determine impact on short and long-term OWCP policies and program initiatives; and devising plans sufficient to mitigate unusual or unfavorable cases.

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Be sure all experience is documented in your resume by indicating place of employment, job title, length of time performing the duties, and the name and contact information for the supervisor. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:

  • Experience in Human Resources (HR) operations, principles, practices, and regulations sufficient to perform a detailed analyses and draw conclusions in at least 4 out of 7 of the following HR area's: Recruitment and Staffing, Position Classification, Organizational Development (Org Chart), Position Management (Funding Operations), Employee Development and Training, Pay and Benefits Administration, Office of Workers Compensation, Limited/Light Duty Programs; AND
  • Provide advice and guidance in various HR functional areas to supervisors, managers; OR
  • Assist or oversee a team of HR specialists to monitor work progress, review completed work, assess work quality and monitor the submission of work in a timely manner. OR
  • Aiding the Human Resources Officer (HRO) on HR related projects and tasks.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13 you must have been at the GS-12level for 52 weeks.
