What you need to qualify

A bachelor’s degree in Human Services or a field related to human service, or;

A bachelor’s degree unrelated to Human Services and either:

  • One year of Human Services related experience, or;
  • Completion of coursework equivalent to certification consistent with Oregon Caseworker Competency, or;

An associate degree and either:

  • Two years of Human Services related experience, or;
  • One year of Human Services related experience and related training, coursework or certification consistent with Oregon Caseworker Competency.

Essential attributes

We are looking for candidates with: Please note a cover letter is not required.

  • Experience engaging and working with Tribes, Urban Indian communities, community partners, and organizations. 
  • Working knowledge and ability to implement the principles and guidelines of the Indian Child Welfare Act (ICWA) and the Oregon Indian Child Welfare Act (ORICWA). 
  • Crisis intervention or conflict resolution techniques.
  • Experience utilizing data to conduct investigations and/or formal reviews to assess compliance with standards, policies, regulations or laws.
  • Skill in writing reports, such as case plans, court reports, and investigative reports that include conclusions and recommended action. 
  • Ability to engage children and families under time-sensitive and difficult circumstances, to gather information and make informed decisions that are inclusive of the child and the family’s language, race and culture. 
  • Demonstrated ability to set boundaries, participate in self-observation, and prioritize self-care to maintain work-life balance promoting well-being.

Your duties at a glance

As an employee working within the Child Welfare Program, you will have an opportunity to make a meaningful difference in the lives of Oregon’s most vulnerable children and families. Your dedication will help us achieve the Child Welfare Vision for Transformation that will support children and young adults to be safer, healthier, experience less trauma and achieve a greater well-being. 

As an ICWA Caseworker, you will:

  • Play a critical role in helping families achieve their goals while cohesively ensuring the physical safety and emotional well-being of children in Tribal Nations and Alaskan Native Villages. 
  • Engage with children who are eligible for enrollment or are enrolled in a federally recognized Tribe, their families, resource parents and caregivers in a multitude of ways to achieve the safety, and permanency, maintaining and enhancing their cultural identity and sovereignty to ensure optimal outcomes for them and their caregivers. All engagement will be conducted through a trauma-informed and antiracist lens.
  • Consult and collaborate with Tribal Nations and/or Alaska Native Villages to ensure any and all services provided are respectful of and adhere to the family’s specific Tribal identity. 
  • Perform the work of a Child Protective Services (CPS) Worker, or Permanency worker. 
  • Conduct child safety assessments of alleged child abuse or neglect to determine if a child has been or is at risk of being harmed. 
  • Play an imperative role in balancing the needs of the child and the family in conjunction with the Oregon Indian Child Welfare Act and the federal Indian Child Welfare Act and the Tribal Nation. 
  • Have a unique opportunity to build rapport with families, understand their uniqueness, and learn more about how each family functions.

Working conditions

  • Your work will be conducted in offices, participant’s homes, and other community sites. 
  • Travel with the purpose of transporting children is required. Some travel may be hours away.
  • You may have required occasional out of state ICWA conferences to attend.
  • Your hours of work may fluctuate based on service needs. Occasional compensation overtime may be required, including evening and weekend work.
  • You may interact with a wide range of people including some who have experienced trauma, exhibit challenges in controlling their emotions.
  • Walking into stressful situations that may require quick decision-making skills to ensure safety of those being serviced and own physical safety. This may also be trauma inducing.
