Role Overview

The CS Compliance Monitoring Manager contributes to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals by overseeing subgrantee and regional compliance for IHCDA’s homeless-serving subgrantees. This position will contribute to IHCDA and its partners aim to reduce the number of people experiencing homelessness by connecting them to permanent housing and by ensuring that homelessness, when experienced, is rare, brief, and non-recurring.

A Day in the Life:

Strategy (In Partnership with Homeless Services Director and Managers)

  • Develop and maintain a thorough understanding of cost allowability from 2 CFR 200.
  • Develop and maintain a thorough understanding of regulations for all homeless services grants managed within the department. 
  • Interpret and apply federal guidance and IHCDA program guidance to the team’s compliance practices.
  • Stay abreast of upcoming changes in national policy, and plan to meet any arising challenges or opportunities.

Subgrantee Monitoring 

  • Develop and oversee the completion of each sub-grantee’s annual risk assessment.
  • Ensure all required monitoring occurs, is complete, is well-communicated, and holds awardees accountable for following all required regulations.
  • Conduct subrecipient monitoring process including writing and distributing monitoring notices, conducting onsite visits or desktop reviews, corresponding with subgrantees, timely reporting, and developing and tracking corrective action plans.
  • Oversee development, implementation, and maintenance of processes and procedures. 
  • Work with analysts and the grants manager to identify the need for and determine the content of corrective action plans for subgrantees.
  • Work with the Grants team to ensure subgrantee and IHCDA administrative claims match in both federal software and IHCDA accounting software.

Subgrantee Training and Technical Assistance

  • Provide training and technical assistance to subgrantees regarding regulations, policies, and laws related to the administration of the program.
  • Utilize high skill levels in organization, responsibility, accountability, and critical decision-making to assist each subrecipient in the successful administration of its programs.
  • Oversee planning and implementation of subgrantee training.
  • Work with the team to identify trends in findings and concerns that need to be covered with subgrantees through training and technical assistance.

Tracking and Reporting

  • Create and update regular tracking of all required monitoring across programs, and regularly report on progress to-date. 
  • Track subrecipients’ performance improvement plans and report on their implementation, progress, and completion.
  • Schedule and facilitate quarterly “watch list” meetings for monitors, managers, and directors to discuss subgrantee performance.
  • Review all monitors’ weekly tracking updates to identify areas of cross-team concern.
  • Participate in annual Single Audits, as well as federal monitoring visits from the U.S. Housing and Urban Development as needed. 
  • Coordinate document requests from federal funders, internal auditors, legislators, etc.

Team Leadership & Staff Supervision

  • Supervise, train, enable, and empower the monitoring team. 
  • Maintain a climate that attracts, retains, and motivates top-quality personnel.
  • Respect and utilize the skills, expertise, experience, and insights of the team.
  • Anticipate conflicts and facilitate resolution amongst staff/stakeholders.
  • Set aggressive yet realistic goals and work with program staff to achieve them. 

General

  • Contribute to internal and external policy manuals and to IHCDA website content.
  • Provide exceptional customer service to all external and internal partners.
  • Represent IHCDA and Community Services on external committees, at sub-recipient events, training, conference calls, webinars, and national organization events. 
  • Perform related duties as assigned.

  • Bachelor’s degree required.
  • At least 5 years’ work experience is required.
  • Experience in management, supervision, and federal and/or state grant funding is required. 
  • Meeting facilitation and stakeholder engagement skills are required.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
