The Department of University Student Services seeks a Payroll/HR Specialist who will provide reliable and accurate payroll and timekeeping operations for 200 + Bargaining Unit (BU) employees and 55+ staff. Under the direction of the HR Operations Supervisor, this position, located on the Homewood Campus, will perform various tasks in the areas of payroll administration, training reporting and coordination, talent acquisition administrative support as well as providing administrative support for other various HR and USS projects.

Specific Duties & Responsibilities

Payroll (60%)

  • Administer payroll for full-time, part-time, limited, and casual staff payroll including all documentation, processing, maintenance, and reporting.
  • Will support the HR Operation Supervisor and USS HR Leadership in various projects that have a payroll component.

Administration

  • Provide exceptional customer service to all staff to respond to questions related to payroll and employment. Anticipate potential payroll issues and inquiries by taking proactive action to address and resolve potential problems at an early stage.
  • Enter transactions in the Dayforce and SAP systems in accordance with established quality and accuracy standards including but not limited to onboarding new hires, salary changes, leaves of absence, supplemental pays, other pay adjustments, and terminations. Serve as initiator and approver, as appropriate.
  • Administer all timekeeping systems and processes, proactively ensuring information is updated and approved in a timely manner.
  • Timely and accurately process requests for salary allocations.
  • Partner with Hopkins Dining Human Resources Business Partner (HRBP) to respond to and administer FML requests, Workers Compensation and Short-Term Disability claims.
  • Determine and communicate to employees/supervisors appropriate leave usage and codes, and update staff timekeeping system to reflect the correct use of accrued sick or vacation, short-term disability, and/or leave without pay for all staff on family medical, and other leaves of absence.
  • Identify, communicate, and resolve overpayment issues with employees. Track, monitor, and communicate progress to partners in the Finance office.
  • Partner with Central University payroll, benefit offices, and UniteHERE as needed to resolve questions related to payroll and payroll data.
  • Analysis & Reporting (Dayforce and SAP).
  • Identify and resolve inconsistencies and potential problems, conduct appropriate research and follow-up, including contacting and working with staff and leaders.
  • Working in partnership with USS Dining and Finance departments Primary Finance Relationship Manager (PFRM) to maintain the default cost account, provided insight into budget reconciliation for payroll expenditures for employees, and run weekly payroll in Dayforce.
  • Audit and reconcile payroll actions via JHU e210 and Dayforce systems.

Systems Development & Management

  • Develop a thorough understanding of SAP & Dayforce functionality, including how the system integrates and/or impacts other internal JHU/USS systems as related to timekeeping and payroll.
  • Develop and document standard operating procedures from a payroll perspective.
  • Analyze payroll processes to identify areas for process improvements and streamlining.
  • Recommend process and functionality enhancements to HR Director to ensure an efficient, accurate, and compliant payroll process.

Talent Acquisition Coordination & Support (20%)

  • Provides operational and administrative support in a high-volume, fast-paced recruiting environment.
  • Works with Talent Acquisition Specialist to create an onboarding system for BU staff, which includes inputting each new hire into the Dayforce system.
  • Manage the creation of BU scheduling in Dayforce.

Training coordination & Support (20%)

  • Monitor and report on staff training and certification compliance.
  • Ensure training and staff members are documented according to university practice and regulatory requirements.
  • Work with third-party training vendors to coordinate in-house training.
  • Ensure coordination of a variety of training calendars across the Department to facilitate securing training. rooms and managing other coordination required for participants to have a positive experience.
  • Assist with registration and enrollment.

Additional Information

  • Note, this position is eligible for a hybrid location, with up to three days (Monday, Wednesday & Friday) eligible for remote work. Tuesday & Thursday are required in-office days at the JHU Homewood Campus.

Supervisory Responsibility

  • Oversee the payroll functions and training for all Payroll Assistants, HR Coordinators, or agency employee positions.

Minimum Qualifications

  • High School Diploma/GED required.
  • Three years of related experience required.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Experience with Dayforce payroll.
  • SAP experience of ISR document processing and Analysis reporting.
  • Bargaining Unit experience providing or coordinating HR and payroll services.
  • Processing high volume payroll deadlines.
