Job Description

The Federal Grant Manager is responsible for analyzing and managing projects and resources in the recovery of communities affected by floods, hurricanes, wildfires, and other disasters through various funding sources, including FEMA Public Assistance (PA), FEMA Hazard Mitigation Assistance (HMA), HUD Community Development Block Grant – Disaster Recovery (CDBG-DR), and/or HUD CDBG Mitigation (CDBG-MIT). The Federal Grant Manager will assist state, local, territorial, tribal governments and non-profit organizations to administer FEMA and/or HUD grant programs for disaster recovery and resilience. This may include providing guidance to sub-recipients, reviewing documents for compliance with program requirements, and managing a wide variety of duties and responsibilities.

The Federal Grant Manager responsibilities are as follows:

  • Perform a wide range of duties directly related to grant management activities for Stafford Act Programs;
  • Exercise independent judgement to support subrecipients on technical aspects of FEMA PA, HMGP, and/or HUD programs within the limits of applicable Federal and State statutes, regulations, policies, and procedures;
  • Develop policies and procedures as it relates to awarded grants or funding;
  • Perform risk assessments, record maintenance and provide oversight of compliance obligations;
  • Provide clients and/or program management with strategic guidance to maximize program efficiencies and benefits;
  • Monitor program execution and documentation for compliance with federal regulations;
  • Review and process the reimbursement request of funds as while providing ongoing eligibility determinations;
  • Monitor revenue and expenditures and formulate budgetary projections of allocation;
  • Assist in the development of Scope of Work for project formulation;
  • Deliver advisory and consulting services to clients through training, discussions, and written deliverables;
  • Attend meetings on behalf of the clients for project oversight;
  • Provide closeout duties to ensure the finalization of grant life cycles are met and in accordance with applicable policies and regulations.


Minimum Requirements

  • Bachelor's degree and 4+ years of relevant experience or demonstrated equivalency of experience and/or education

Preferred Qualifications

  • Master’s degree from an accredited university; relevant advanced degrees and/or certifications are preferred;
  • 7+ years of demonstrated past performance with FEMA Public Assistance, FEMA Hazard Mitigation Grant Programs, HUD, or other relevant programs at the state and/or federal level;
  • Emergency management or disaster recovery coursework;
  • Experience in one (or more) of the following areas:
  • Architecture, Engineering, or Construction Management
  • Accounting/Cost Estimating
  • Environmental and Historic Preservation
  • Section 406 Mitigation
  • Section 428 Public Assistance Alternative Procedures
  • Insurance
  • Project Management/Applicant Relations
  • Advanced knowledge of regulatory documentation such as the Office of Management and Budget (OMB)’s Uniform Guidance 24 CFR, Davis Bacon, and/or Section 3;
  • Advanced level Microsoft Office skills; ability to import, create formulas, pivot tables, export data and run reports in Microsoft Excel; ability to quickly learn new software applications.
  • Project closeout experience working with FEMA PA, FEMA HMGP, HUD, or other relevant federal/state programs;
