About The Job

The Department of Transportation (DOT) is seeking a Capital Projects Manager who will be responsible for the design and construction management of transportation infrastructure projects, with a focus on bridges, retaining walls, and stormwater structures.The Capital Projects Manager will manage the design of bridge replacement projects and structural related transportation projects in Montgomery County, Maryland.

What You'll Be Doing

Employee will be responsible for providing leadership and supervision of engineering consultants and professional staff engaged in the design of bridge projects. The employee will coordinate the design of bridge projects through the development of preliminary plans, foundation designs, final plans, contract specifications, and regulatory permitting submissions.

Major duties include coordinating the schedule, budget and scope control of bridge replacement projects, as well as reviewing submittals for technical requirement and compliance with applicable local, state and national codes and standards. Responsibilities also include development, negotiation and administration of contracts for the procurement of professional engineering services.

Other duties include the review of bridge inspection reports, review and analysis of bridge ratings & load rating computations; recommendation for bridge weight restrictions, maintenance, and preservation of existing bridges within the County Bridge Program. Position will require QA/QC of all bridge and structural components related to transportation projects; review of consultant submittals; planning and leading meetings with consultants, contractors, other County agencies, permitting agencies and utility companies on matters essential to expedite design and construction of bridge projects; assuring that consultant work complies with program requirements, schedule, budget, and County laws and regulations. The position will require public presentations, and meeting with citizen organizations and other public officials to resolve conflicting views regarding the design and construction of bridge projects.

Other Duties Include, But Are Not Limited To

  • Responsibilities will also include submittals for acquisition of State Aid and Federal Aid funding for bridge projects and developing design & construction cost estimates for biennial budgeting.
  • This job requires the employee to communicate with both the public and public officials.
  • Employee must have strong interpersonal skills to communicate and work with residents, elected officials, other government agencies and transportation professionals.

Additional Information

This position REQUIRES the possession of a valid driver’s license and the ability to attend meetings and perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region. These locations may not be accessible by public transportation.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

The anticipated salary range in hiring for this position is $83,052 to $108,776.

Minimum Qualifications

Experience: Five (5) years of professional experience in design/construction project management, contract administration and quality control.

Education: Graduation from an accredited college or university with a Bachelor’s degree in Architecture, Planning, Civil/Structural Engineering, Construction Management or a related field.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.

Preferred Criteria

There are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Communicating effectively both orally and in writing, including the presentation of complex and/or technical information to high level officials and the general public.
  • Planning, designing, or implementing bridge projects from concept, design, and construction, with experience in culvert, storm drain, and roadway design is a plus.
  • Managing a design team, as well as consultants, to implement bridge capital projects.
  • Coordinating with Federal, State and local agencies to deliver bridge capital projects.
  • Familiarity and experience with Federal grant programs and environmental analysis, review, and documentation.
