Project Summary:

USAID/Bangladesh UPOMA Monitoring, Evaluation, and Learning (MEL) Activity will be a central Mission-wide platform that provides a range of analytical and advisory services in support of the Mission’s design, performance monitoring, evaluation, and operational learning and adapting efforts. The activity will play a significant role in achieving the successful implementation of the Mission’s: 1) Country Development Cooperation Strategy (CDCS) 2020 - 2025, 2) Performance Management Plan (PMP), and 3) the Collaboration, Learning, and Adapting agenda.

Position Summary:

The Monitoring, Evaluation and Learning (MEL) Specialist will contribute to parts of Components 1 and 2 of the project which focus on rigorous analytical support at the strategy and activity design and implementation levels to inform evidence-based decision making and technical support associated with performance management at the strategy and activity level. The objective is to strengthen the performance management system of the Mission so that the system can contribute to evidence-based development programmatic decisions. The work will include tracking the development objectives of the CDCS, providing monitoring support, as well as providing support to evaluations and other research studies. The MEL Specialist will also provide direct technical MEL support to the USAID Humanitarian Assistance sector.

Responsibilities:

  • Contribute to performance monitoring design and implementation, including data collection and analysis for the Mission and Implementing Partners (IPs).
  • Support the design and management of indicators, MEL plans, performance targets, data collection, analysis, and reporting.
  • Produce trend and pattern analysis based on performance indicators.
  • Conduct desk reviews and analysis of context indicators.
  • Conduct field monitoring visits in those instances when USAID staff are unable to travel.
  • Support third party monitoring and assist USAID in conducting data quality assessments.
  • Support evaluation and research teams by coordinating logistics, supporting consultant recruitment, contributing to the creation of data collection instruments, managing evaluation implementation calendars, and assisting with data analysis and report writing.

Qualifications:

  • Master’s degree in development, evaluation, development analytics, economics, knowledge management, or a related field is required. PhD with technical sector expertise in education is preferred.
  • Minimum seven years of professional experience in research, analytical work, and MEL within international development contexts is required.
  • Experience collecting data in Bangladesh is required.
  • Experience in the Education and/or the Humanitarian Assistance sector is highly preferred.
  • Familiarity with USAID/Bangladesh preferred.
  • Strong teamwork, interpersonal, verbal, and written communication, presentation, and facilitation skills are required.
  • Ability to travel within Bangladesh is required.
  • Fluency in English and Bengali required.
