The Role Responsibilities

  • Review on Fund Prospectus and provide brief information to Fund Services Team.
  • Set up compliance rule in CRIMS and perform external monitoring if the compliance rule could not be accommodated by the system.
  • Monitoring all the compliance rules to be complied with SEC regulatory/Prospectus.
  • Review new securities condition for invest in accordance with the Fund Prospectus and update into CRIMS.
  • Update necessary data in Multifonds used for compliance rule monitoring.
  • Ensure the compliance of clients with the Fund Prospectus and the SEC’s regulations.
  • Liaise with the client for the violations issues and closely follow up response from clients before issuing a formal letter to SEC. 
  • Adhere to the deadline to be reported to SEC per SEC’s regulations.
  • Ensure that all necessary fund documents are kept in vault and document files.
  • Ensure that operations are efficiently managed in strict compliance with local laws and regulations and in line with Group Operation Risk Policy

  • Pay attention to changing market condition and practice; give suggestion to Business units for marketing and business strategy review 

Processes

  • Interface with Customer / Relationship Managers / Business Unit
  • Primary point of contact with customer for professional advice enquires, communicating and resolving client’s issues. 
  • Ensure the highest levels of customer service and proactively seek improvement as per customers need and requirements.
  • Responsible for meeting or exceeding customers’ expectation.
  • Cascade this relationship downward to all levels and accounts team.
  • Maintain partnership like relationship with the Business unit / Relationship Managers and be responsive to their service requirements.

Service Standard

  • Review and manage turnaround time of transactions to ensure that the service level meet the target standard.

Service Quality

  • Responsible for meeting the requirements and appropriate enhancement of the Quality Management System in line with “Out serve” initiative in Securities Services.
  • To build up service excellence, customers focus mindset and quality culture in the department.
  • Manage quality of Fund Services activities to achieve the highest levels of efficiency and cost effectiveness.

Productivity Management

  • Manage job and work assignment, work schedule and man-power resources to achieve improvement of productivity.
  • Build morale and motivate subordinate staff to build up optimum team spirit and productivity.
  • Identify system and process improvement of productivity.

Change Management

  • Ensure that system & procedural changes are implemented successfully.

People & Talent

  • Ensure continuous development of Fund Services team of professionals to manage and sustain long term viability of operations.
  • Manage the training plan for Fund Services Operations Team for the updated and new SEC regulation.

Risk Management

  • Effectively monitor and manage risks and controls of Fund Services to avoid loss to the Bank. 
  • Ensure compliance within the team to Group and Regulatory requirement. 
  • To effectively manage the risks to protect client’s and the Bank’s interest.
  • Ensure compliance with sanctions procedure guideline and Anti Money Laundering policy.

  • Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role

Regulatory & Business Conduct

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Thailand, Security Services Ops, Operations, Security Services to achieve the outcomes set out in the Bank’s Conduct Principles: [Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.] * 
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Local Regulator for Fund investment Monitoring is Securities and Exchange Commission (SEC). Investment Compliance services is one of the key responsibilities of trustee and/or fund supervisor (collectively known as ‘Fiduciary Services’) whereby we, as a service provider, oversee whether the fund manager invests in permitted asset classes and remains within the investment threshold allowed as per the investment guidelines prescribed by the local regulations (including acts, laws, rules, regulations, etc.) or the fund’s constitutional documents (e.g. Trust Deed, Prospectus, Fund Offering Documents, etc.). This responsibility is performed on a post-NAV basis. Pre-NAV investment monitoring is out of scope. Trustee must notify or report breaches to the client (fund manager) and/or to the regulator, depending on local market requirements.

  • Monitoring all the compliance rules to be complied with SEC regulatory/Prospectus.
  • Update on regulatory amendment/update and brief to team and Fund Services Team.
  • Review new securities condition for invest in accordance with the Fund Prospectus and update into CRIMS.
  • Update necessary data in Multifonds used for compliance rule monitoring.
  • Closely follow up response from clients for the violation reason before issuing a formal letter to SEC. Adhere to the deadline to be reported to SEC.
  • Discuss with the SEC for ambiguity of any SEC’s regulations. Document and follow up with SEC until clarification is obtained.
  • Ensure the compliance of clients with the Fund Prospectus and the SEC’s regulations.
  • Ensure that operations are efficiently managed in strict compliance with local laws and regulations and in line with Group Operation Risk Policy.
