PATH Kenya is seeking a Deputy Chief of Party (DCOP) for an anticipated 5-year USAID-funded Kenya Digital Health Ecosystem project. The project will aim to improve the availability and delivery of quality of healthcare services through integrated and comprehensive digital health platform in Kenya. The project will focus on three main components namely strengthening digital health governance, strengthening interoperability and expansion of existing health information system to support health care delivery, and lastly forging and strengthening strategic partnership for sustainability of digital health investments. This comprehensive sector-wide health information ecosystem will help to achieve health systems outcomes of equity, quality, and resources optimization. 

Please note this position is contingent upon award to PATH Kenya and approval from USAID.

Job Purpose 

The Deputy Chief of Party will be responsible for the overall technical oversight of the project and is specifically responsible for project implementation, support, and maintenance of the Health Information Exchange components. The DCOP reports directly to the Chief of Party (COP) and will take a leadership role in ensuring technical implementation and ensure the project meets stated goals and reporting requirements. S/he will coordinate with other technical leads of key stakeholders, other USG implementing partners, and GOK, both at the county and national level. S/he should be knowledgeable about current innovative digital health implementations approaches and state-of-the art digital health solutions delivery approaches. S/he will assume the responsibilities of the COP in the absence of the COP. 

Principal Responsibilities 

  • Assist the CoP with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and PATH Kenya. 
  • Assist the CoP in creating and maintaining good working relationships with USAID, Ministry of Health, sub-contractors, and other program partners. 
  • Manage staff, partners, and operations ensuring close coordination and collaboration between the project’s various teams. 
  • Manage deadlines, draft reports, maintain records, and monitor achievement of benchmarks in the agreement. 
  • Oversee the grants management process, specifically support the design and management of an open, transparent, and competitive grants making process. 
  • Supervise the implementation of sub awards. 
  • Mentor and manage staff in a respectful and transparent manner, working with local staff to build their technical and administrative capacity. 
  • Work closely with appropriate project personnel to respond to PATH Kenya’s business development approved grants and request for proposals. 
  • Serve as acting CoP in their absence. 

Required Qualifications Education, Experience & Competencies 

  • At least Eight (8) years of experience managing complex digital health programs of similar scope and dollar value. 
  • Demonstrated competency in leading teams in designing, developing, testing, implementing diverse digital health solutions including mobile and web applications. 
  • Minimum of a master’s degree in public health, public administration, public policy, international development, information technology, or a related field; 
  • At least eight years’ experience in partnership building, especially with the government representatives, donors, the private sector, and local community organizations. 
  • Working knowledge of USAID policies and procedures. 
  • Knowledge of administration, human resources (HR) practices, budget management. 
  • Experience recruiting, forming, and successfully managing teams and ensuring the quality of their products. 
  • Demonstrated success in multicultural environments is required. 
  • Strong written and verbal communication skills in English required.
