1. Post Context/Post Summary

Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.

The Operations Directorate is responsible to Chief of Staff (COS) for monitoring and coordinating operational staff functions.

The G3 Division recommends all actions related to Operational Command and Control (C2) of subordinated formations and maintains a list of target and assets of significant value.

The Land Domain Advisor serves as the Allied Land Command (LANDCOM) Liaison to SHAPE and advisor to SACEUR on NATO Land Forces; advocates on behalf of Allied Land Command for Land Domain requirements.

The Joint Fires and Effects Branch plans, synchronizes and monitors the delivery of effects within the Land Domain and provides subject matter experts for the Land Operations Planning Group (G5) and Combat Readiness Evaluation (G7).

The Air Operations Team monitors the Air battle, identifies potential air support to Land Operations and proposes air support requests.

The incumbent provides Air expertise to support the analysis, planning, synchronization and assessment process with a focus on ALI and ASM matters.

2. Principal Duties

The incumbent's duties are:

Advisor to the Team Leader regarding al Air matters.

Coordinates the Air aspects in all kind of operation plans, advance planning (COP) and crisis response planning during pace, crisis, and war.

Provides liaison to AIRCOM.

Coordinating some Air aspects during the planning process with other NATO HQs, national commands, and AIRCOM during peace, crisis, and war.

Supports the development of concepts, plans, and procedures with AIRCOM HQ for joint/combined operations.

Participates in war-gamming and written plan development as required.

Supports the development of HICON structures and procedures, specifically Air Ops related.

Assists the development of HICON structures and procedures, specifically Air Ops related.

Assists in scenario development and analysis, developing recommendations for crisis and war conditions and for the conduct of exercises.

Develops OPLANs for exercises and contingencies.

Supports land doctrine development working groups.

Participate in training, exercises, and evaluations as required.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.

The incumbent is designated as a member of the DLE but may be retained by ACOS G3 or DCOS Ops as part of the TLC.

Performs additional duties not detailed in this Job Description as directed by the ACOS G3 and DCOS Ops IAW guidance and direction from the LANDCOM Chief of Staff (COS) without additional national authorization.

The incumbent may be tasked by the COS to deploy within or without NATO’s boundaries in support of crisis operations in accordance with national policy. Deployments may last up to six (6) months unless otherwise agreed to by national authorities.

Incumbent must be assigned to LANDCOM having met all national pre-deployment requirements or able to meet all requirements in order to sustain a 30-day Notice to Move (NTM) readiness level.

The work is normally performed in a Normal NATO office working environment.

a. Professional/Experience

Air Battle Planning and Management

Activities that encompass command, management, and direction of air battle management operations, at both the planning and execution stages including Command and Control Resource management (weapons employment, sensor employment, communications employment, data link operations, electronic protection and electronic attack, airspace management, program formulation, policy planning, and inspection. Develops battle management architecture supporting inter-operability of joint forces within a theatre of operations. Participates in research, development, test, and evaluation to determine new battle management systems capabilities and modifications to existing systems.

University Degree and 2 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

5. Desirable Qualifications

a. Professional Experience

Extensive experience in Air C2 and CAOC operations.

Prior national and/or/international HQ experience.

Sound knowledge of ASM hardware/software configuration management procedures and CIS equipment.

Must be familiar with NATO policies and regulations.

Knowledge of IFF equipment and procedures.

Knowledge of offensive, defensive, transport, maritime, army, and ATS operations.

Knowledge of military and civil ATC systems.

b. Education/Training

Combined Joint Operations Centre Course (LOP-LO-2554) provided by NATO – School Oberammergau (NSO).

7. Additional Information

a. Allowances

Members of the staff who fulfil the conditions of eligibility laid down in the Civilian Personnel Regulations shall receive the appropriate allowances/supplements. Some of the allowances are installation allowance, expatriation allowance, family allowance and education allowance. Please refer to Chapter VII of the Civilian Personnel Regulations for details.

Note on the Special Allowance: The granting of a temporary and pensionable special allowance equivalent of 100% of the basic salary is applicable on a monthly basis as from 1 January 2024, until a long-term solution is proposed for the salaries of A and L grades in Türkiye.
