Project Summary:

MSI implements USAID’s Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous monitoring, evaluation, and learning activities for USAID’s Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including the West Bank and Gaza. The USAID/ West Bank/Gaza Mission has engaged MSI to conduct a wide range of evaluation, third-party monitoring, and other MEL-related technical assistance for USAID-funded activities in the West Bank and Gaza.

Position Summary:

The Third-Party Monitoring (TPM) Lead will work across multiple USAID/West Bank and Gaza activities from March 2024 through September 2024. The TPM Lead will be responsible for leading project work related to the components focused on third-party monitoring.

Responsibilities:

  • Coordinate the planning and execution of the TPM, including developing data collection tools, data collection schedules, and the selection and training of data collectors or data collection partners.
  • Provide TPM trainings to data collection partners in Gaza, including technical training when needed, activity-specific training, and training on Do No Harm and Hot Button Issue (HBI) protocols.
  • Ensure high data quality during data collection, cleanup, review, and field site visit reports.
  • Develop the TPM site visit report and finalize the report after key stakeholders have made inputs.
  • Conduct desk reviews to understand interventions, monitoring and evaluation (M&E) tools, beneficiary groups, and local contexts to inform monitoring site selection and data collection.
  • Coordinate consultation meetings with USAID and Bureau of Humanitarian Assistance (BHA) implementing partners.
  • Prepare monthly TPM site visit reports and quarterly TPM learning presentations.
  • Attend meetings with clients to understand monitoring mission requirements.
  • Participate in regular check-in calls and debriefs with the client.
  • Develop and execute data analysis plans for discrete tasks based on Tetra Tech/MSI’s analytical framework for effective humanitarian assistance.
  • Perform other ad hoc and facilitated learning tasks, such as Data Quality Assessments (DQAs), learning presentation, or performance management, as agreed with MSI’s Chief of Party.

Qualifications:

  • Bachelor’s degree in international development, statistics or economics or related field with a minimum of six years of experience required. Master’s degree with a minimum of four years of experience is preferred.
  • Minimum five years of experience in the design of quantitative and qualitative data collection methodologies, including surveys instruments and interview questionnaire, required.
  • Minimum five years of experience designing and implementing M&E plans for international development projects required.
  • Experience working in similar roles with USAID-funded activities is preferred.
  • Experience with USAID TPM preferred.
  • Proficiency in using Microsoft Office, including Word, Excel, and Teams, or other video/voice calling software, required.
  • Familiarity with current USAID policies related to evaluation and performance monitoring management preferred.
  • Strong communication and collaboration skills required.
  • Fluency in English and Arabic required.
