Position Summary: 

The Senior Financial Compliance Officer will provide support to document and improve standard operating procedures (policies, procedures, guidelines) and training for compliance and monitoring. S/he will perform financial reviews to verify that financial reports comply with applicable rules and regulations. S/he will be responsible for documenting subawardees finance processes (financial planning/projections and analysis) to ensure controls are established to oversight operations and to minimize risk. 

Reporting & Supervision: 

The Senior Financial Compliance Officer will report to the Finance and Operations Manager. 

Responsibilities

Primary Responsibilities: 

  • Identify risk issues and challenges and recommend solutions to address them. 
  • Monitor subawardees compliance with donor regulations and financial guidelines through site visits, desk reviews, and other mechanisms applicable to subawardees monitoring. Recommend actions necessary to resolve issues/concerns. 
  • Ensure that subawardees financials comply with established accounting standards, donor rules and financial guidelines. 
  • Reviewing, evidencing, and verifying all subawardees payment requests, ensuring all costs incurred are reasonable, allowable, and allocable with substantive supporting documentation. 
  • Reviewing subawardees reimbursement/payment solicitation, ensuring compliance with donor and Creative policies to issue payments. 
  • Liaising with subawardees to receive adequate supporting documentation for payments on time. 
  • Maintaining the schedule of reporting for all subawards and assisting project team in the preparing, filing, and disseminating related budget, financial, and effort reports and associated documentation, as needed. 
  • Providing financial advisory assistance to subaward applicants as needed. 
  • Assisting in the evaluation of subawards submissions for technical and budget soundness and compliance with donor regulations, recommending award actions. 
  • Through the pre-award process, review of partners’ policies and procedures to ensure that they comply with donor requirements and Creative policies. 
  • Coordinating the issuance of awards and maintaining subawards financial documentation as directed by Creative policies. 
  • Support in the development and review of the financial aspects of subaward agreements and related amendments. 
  • Coordinating and preparing scheduled and special reports, studies, and analyses regarding the grants program, as needed. 
  • Providing support on financial close out of subawards. 
  • Working closely with Creative Associates’ headquarters finance department as needed. 
  • Plan, develop, and deliver training programs, workshops, and learning sessions to build the skills and knowledge of subawardees in areas such as procurement, financial management, accounting, HR, among others. 
  • Providing support and capacity building to subawardees during implementation on financial compliance with USAID regulations and Creative requirements 
  • Other tasks as assigned. 

Qualifications

Required Skills & Qualifications: 

  • Bachelor’s degree in management, business administration, or accounting required. 
  • At least (3+) years’ experience in Finance or Organizational Strengthening; 5 years of working in international development. 
  • Understanding of USAD rules and regulations and generally accepted accounting principles. 
  • Proven experience performing financial reviews or internal audits. 
  • Experience in developing organizational strengthening activities related to administrative and financial areas. 
  • Demonstrated ability to perform complex tasks and to prioritize multiple projects. 
  • Ability to analyze cost proposals and prepare reports and recommendations on subawardees selection. 
  • Ability to analyze budget line items for compliance with budget guidelines. 
  • Proven records maintenance and database management skills. 
  • Understanding of cost-share and/or leveraging preferred, and 
  • Fluency in Spanish is required, advanced knowledge of spoken and written English highly desired, medium level required.
