Background

Institutional cookstoves are used where large amount of food needs to be cooked, for example: schools, hospitals, prisons, and other institutions. To cater to the needs of institutional cookstoves, SNV designed a medium-sized ceramic cookstove with a cooking capacity of 20 liters. These stoves are found very useful in roadside restaurants and small groups of people but are not able to meet the needs of schools where large influxes of people require food urgently. In this context, we are looking for consulting firm or individual expert consultant who could introduce an improved cookstove (size: 75 liters to 100 liters), an expected life span of 10 years, and technology could be built using local materials and labours in Laos.

Objective

The main objective is to introduce institutional cookstoves in public schools in Lao PDR to reduce fuel consumption, make the cooking process faster, improve cooking safety, and reduce exposure to harmful emissions. The design considers the simple construction procedures and proposes to use locally available construction materials which allows the technology to be replicated in the community.

Job Description

Scope of Works

  • Consulting firm/consultant shares the complete design drawings of the institutional cookstove model which will be introduced in Laos. The size of the stove is in the range of 75 litres to 100 liters capacity.
  • Firewood is the main fuel source for cooking.
  • Consultant guides the local team remotely to fabricate the moulds and other construction materials.
  • Consultants visit the site with the local team to start the construction activities. The estimated duration of the work in the field is ten (10) days, which includes travel.
  • A total of three cookstoves will be constructed in the field, i.e., one stove per school. Two units will be constructed using the proven recipes from the designer/consultant. The third unit will use fly ash from a cement factory as a binding material and/or for the combustion chamber. This is to test the possibility of using fly ash in place of burnt rice husk as an R&D activity.
  • On-the-job training (OJT) will be provided to local entrepreneurs and project technical team members. There will be around 8 to 10 people who will receive the training.

Implementation Schedule

Consultant I required to submit the implement to target to complete the work by end of May 2024

Budget Template

Consultant is required to submit the budget.

  • Transportation
  • Food
  • Accommodation (SNV will cover accommodation cost during field trip)
  • Any other cost
  • SNV will cover the cost of labor and the material for the construction of cookstove at field similarly SNV will cover the cost of the OJT (on job training).

Terms of Payment

Payment will be made on a milestone basis. The percentage provided 20% payment after submission of drawing and remote training for construction of Mold.

80% will payment after completion of the work and submission of the final report.

Qualifications

Support

SNV will provide the relevant documents and introduce them to relevant stakeholders, project partners and field staff. SNV will support to identification and select the retailers to keep the sales record. SNV and /or ARMI will coordinate at the field and set the time for the visit. SNV and/or ARMI key staff will travel together with the consultant in field. 

Qualification of consultant(s)/firm

The selection of the consultant /firm will be determined based on the previous experience and skills of the proposed consultants/firm, and an interview. Consulting firm/experts shall have the following qualifications and competencies:

  • The proposed technology is being used in school meal program or similar purpose
  • Lab test result of proposed cookstove technology
  • Team leader having university degree in relevant field and at least 3 years of design experience in cookstove sector
  • Cookstove expert having university degree in a relevant field and 3 years of relevant professional work in implementation of cookstove technology.
  • Proven track record of successful execution of similar works, good presentation/facilitation skills and excellent verbal and written communication skills
  • Excellent interpersonal and communication skills, both written and oral and ability to interact with individuals at all levels

Submission of Letter of Interest

The consultant should submit the letter of interest (LoI) highlighting their understanding of the assignment, number of days, daily rates and total costs including any expenses related to logistical arrangements by 24 March 2024. Company profile, brief explanation of proposed technology, recent CVs of proposed human resources highlighting similar assignments, implementation plan, etc should be submitted with the LoI.
