Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM), Information Technology (IT), Support Services, and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies into daily operations to meet agency objectives and goals.

The Human Capital Management (HCM) team coordinates all aspects of employee relations and organizational culture, which includes but is not limited to the areas of talent management, employee relations, payroll and timekeeping, benefits, HRIS and analytics, HR compliance, change management, organizational and performance management.

Under the direction of the Chief Human Capital Officer and the Deputy Chief Operations Officer, the HCM Process and Data Analyst (Analyst) is responsible for supporting HCM’s strategic analytics, data process improvement, and reporting functions. This role will develop data-driven insights across all Human Capital areas including recruitment, retention, and turnover; performance; and workforce planning. The Analyst will develop infrastructure and systems for routine reporting and develop standard operating procedures for managing data requests and output. This role will act as a strategic business partner, engaging and collaborating with cross-functional experts with other divisions including the Office of Strategic Operations for strategic plan metrics; Learning & Development for developing strategic goals for the agency; Finance to ensure data integrity within funding streams; and the Chief Equity and Diversity Officer on annual compliance reporting, among others. In addition to data management, this role will be responsible for maintaining and improving interaction between various HCM systems including our HRIS and vacancy tracker database.

The Analyst’s responsibilities may include, but will not be limited to, the following:

Develop new reporting and analytics solutions and develop and document best practices around HCM data collection, maintenance, reporting, and sharing;

Develop visualizations and user interfaces such as dashboards using Power BI;

Maintain, develop, and expand HCM’s metrics for the NYCEM Strategic Plan; create new metrics and insights from untapped data sources;

Configure reports and automations in Airtable; develop a high-level user guide for the HCM Vacancy Tracker, built in Airtable;

Maintain data integrity in our HRIS; develop data QA protocols and standard operating procedures;

Lead on producing reports to comply with local laws, Citywide requirements, internal data cycles, and other monitoring entities;

Perform data reconciliation where necessary and develop new methods for improving accuracy and efficiency where appropriate;

Develop methods and systems for standard information flow management;

Run reports regularly for QA checks from various systems including previously mentioned agency systems as well as City systems such as CHRMS and NYCAPS;

Research new COTS HRIS including gathering user requirements and developing analysis to reach a recommendation;

Produce ad-hoc reports using data sources as needed;

Maintain and enhance agency-wide, executive, and other organizational charts and visualizations;

Other projects as assigned.

  • PLEASE NOTE THE FOLLOWING:

o The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

o This position is grant-funded through 8/24/2024 with the likelihood of extension.

Qualifications

1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or

3. A four-year high school diploma or its educational equivalent approved by a state’s

department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
