Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a five-year USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Project Director to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID-funded project in East Jerusalem, the East Jerusalem Hospital Network (EJHN). The project will be focused on building the capacity of EJHN hospitals through the provision of technical, financial, and management strengthening support. This support will enable hospitals within the network to diversify income streams and improve the service provision for patients from the West Bank, Gaza and East Jerusalem.  

The Project Director will have the overall responsibility for leadership and management and reporting of project activities. The Project Director will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. The Project Director will serve as the project’s main point of contact with USAID/West Bank/Gaza on routine and strategic matters, as well as with Palestinian MOH, Israeli Ministry of Health and other local and international counterparts. S/he will be the point of contact for all purposes of this activity, unless delegations of authority are presented to and agreed by USAID/WBG.  

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets targets in a manner that is flexible to and addresses a highly fluctuating operating environment  
  • Ensure the project is technically sound, evidence-based and responsive to the needs of countries, its people and donors  
  • Apply adaptive management principles to pivot approaches based on contextual factors to meet program objectives  
  • Foresee and manage risks and put in place robust risk mitigation plans that are adaptive to the current operating environment  
  • Participate in relevant technical advisory groups with counterparts and partner institutions  
  • Ensure compliance with the terms of the award  
  • Develop and maintain strong working relationships with USAID/West Bank/Gaza, Palestinian Ministry of Health, Israeli Ministry of Health.   
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations  
  • Provide technical leadership and ensure the quality and sustainability of interventions   
  • Lead the work planning process in close collaboration with USAID  
  • Oversee the quality, preparation, and timely submission of project reports to donor  
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results   
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees   
  • Write and/or review project materials and publications   
  • Work with finance and project staff to develop and track project budgets  
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results  
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation  

Required Qualifications

  • Advanced degree in relevant field including medicine, nursing, public health and hospital administration.   
  • 10+ years' experience successfully managing large, multi-partner, multi-year international health sector programs with experience in private sector hospital level care  
  • Previous experience serving as Chief of Party or Project Director  
  • Demonstrated exemplary diplomatic, communication, and interpersonal skills to ensure internal coherence amongst team members as well as positive relations with counterparts  
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out  
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs  
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as private sector service providers and government   
  • In-depth knowledge of USAID regulations, compliance and reporting requirements  
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts  
  • Excellent skills in facilitation, team building, and coordination  
  • Excellent verbal, written interpersonal and presentation skills in English and ?  
  • Ability to coach, mentor and develop technical capacity in technical staff   
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform  

Preferred Qualifications

  • Experience in the Middle East Region.   
  • Experience/skills in health workforce development, quality improvement and financial management  
  • Experience in supporting private hospitals  
  • Experience in procurement
