This position serves as senior policy advisor to Dr. Melinda B. Buntin, the founding director of the new Center for Health Systems and Policy Modeling at Johns Hopkins University. Dr. Buntin’s work is focused on building bridges between health care policy and public health by advancing our understanding of health care delivery and costs, with an emphasis on improving the value created by the health care system. The Center will address emerging issues in health policy with rigorous empirical work—predictive models and causal inference methods from econometric study designs—with the goal of providing insights to policymakers, business, and the health care sector on how to improve health care delivery and outcomes.

We are seeking a Senior Health Policy Advisor provides thought partnership to Dr. Buntin, oversees implementation of key priorities as needed, and maintains strategic relationships with aligned stakeholders. This role, which reports directly to Dr. Buntin, requires a robust expertise in public communication, organizational, operational and management skills, including strategic planning, writing, project design, implementation, and management, as well as group facilitation.

Specific Duties & Responsibilities

  • Work with the Center’s leadership to its impact and policy engagement.
  • Strategize with the Center’s leadership to develop pertinent health policy priorities that align with the most current Hill agenda, set goals, and plans of communication/dissemination of timely and compelling policy findings from the Center’s research that are amplified by the Johns Hopkins Offices of Federal Strategy and Government, Community, and Economic Partnerships
  • Mobilize external strategic partners to support a shared agenda to better inform, develop and further the Center’s public affairs strategy and messaging, including but not limited to HHS (CMS, HRSA, CDC, SAMHSA), AARP, Brookings, Urban, Robert Wood Johnson Foundation, etc.
  • Lead and develop strategy for the Center’s Washington, DC footprint; including but not limited to events; faculty engagement; utilization of JHU 555 facility; and possible programming as an additional revenue stream.
  • Handle other appropriate health policy initiatives for the Center as needed.

Systems Integration & Management

  • Provide leadership in assessing the health political arena and overseeing public affairs coordination and integration; identify gaps, draft, and make recommendations as appropriate.
  • Audit policy and advocacy activities and make recommendations regarding but not limited to faculty engagement; events; dean/faculty media interviews and congressional hearings.
  • Develop, manage, and leverage relationships with policy makers, health care administrators, clinicians, and social-sector leaders to augment communication, collaboration, and synergies between all sectors.

Relationship Building

  • Develop mechanisms for leveraging the expertise of nursing in individual, family, community and public health and serve as a resource for the broader nursing community, health plans, health systems, and policy makers.
  • Collaborate with the Johns Hopkins Bloomberg School of Public Health, Carey Business School, Hopkins Business of Health Initiative (HBHI), and global affairs leadership to better inform policy, practice, and outcomes.
  • Build and maintain strong internal working relationships including but not limited to JHU Offices of Federal Strategy and Government, Community, and Economic Partnerships; and the JHU advisory committee for 555, the university’s Washington, DC facility.
  • Build and maintain strong external working relationships including but not limited to the state and national executive and legislative branches, and private foundations and organizations aligned with informed health policy reform and improved health care outcomes.

Communications

  • Provide counsel to the Center’s leadership regarding public affairs issue management, crisis communications and stakeholder relations.
  • Provides editorial oversight and final revision of all written communication from the Center dealing with key messaging with key stakeholder including but not limited to the Hopkins community, national/international partners, and donors as appropriate.
  • Develops tailored communications materials including position papers, briefings, fact sheets, summaries, and talking points for both internal and external audiences.

External Affairs

  • Serve as liaison to JHU Offices of Federal Strategy and Government, Community, and Economic Partnerships and coordinates all activity with those offices to maintain and ensure compliance.
  • Serve as an internal resource to the Center’s leadership regarding policy reporting requests for donor stewardship reports, trustee presentations, and summaries for public officials and oversight entities.
  • Serve as researcher for trending health policy topics among policymakers, and prepare relevant briefings as needed.
  • Provide congressional testimony training for the Center’s team as needed in conjunction with the Offices of Federal Strategy and Government, Community, and Economic Partnerships.
  • Attend and summarize legislative hearings and executive agency meetings as needed.
  • Special Projects
  • Serve as Dr. Buntin’s primary policy liaison to internal and external constituencies and committees, representing the Center’s leadership where appropriate.

Minimum Qualifications

  • Master’s Degree in related field. 
  • Minimum of 3 years of related experience
  • Additional education may substitute for required experience and additional experience may substitute for required education to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • At least fifteen years of relevant work experience in government relations, public policy and/or policy communications.
  • Knowledge of public policy issues affecting health care preferred.
  • Excels at building and maintaining strong networks and professional relationships (superiors, subordinates and peers), and influencing others to achieve outcomes.
  • Experience working with policy makers, policy development.
  • Demonstrated ability to identify, analyze and address/resolve difficult multi-faceted problems.
