Thematic Programme & Governance Manager (Education & Futuremakers) 

Duties and Responsibilities

The Thematic Programme & Governance Manager (Education & Futuremakers) will be responsible for implementing wide ranging programmes and activities in the programme/project management area in collaboration with grantees. In addition, S/he will also manage the overall governance including due diligence of the India 2% portfolio.

Project Assurance and Oversight

  • Ensure 100% delivery against project deliverables and financial targets in annual work plan. Closely monitoring the work plan and recommending corrective actions as and when required.
  • Ensure organizational set-up and project management systems are fully functional and create an enabling environment for successful execution of the project by the implementation partners.
  • Support the implementing partners in preparation of the annual work plans and result framework as endorsed by the management.
  • Ensure timely submission of monthly, quarterly and half yearly progress reports by the development partners. Conduct monthly, quarterly and half yearly progress evaluations and reviews for keeping the internal management abreast of the project/portfolio progress.
  • Conduct periodic monitoring, reviews, and evaluation to measure the impact of the projects. Continuous monitoring and analysis of the programme environment, timely readjustment of programme.
  • Ensure that lessons learnt feed into the analytical and project work (i.e. results used to make decisions).
  • Conduct accompanied visits with implementing partner to the project location to review the progress and to provide handholding support.
  • Monitor the quality and efficacy of the project interventions - to achieve the target indicators in a cost effective, timely and sustainable manner.
  • Manage the monitoring and evaluation of the Education & Futuremakers portfolio with the external M&E partner (TBD).

Governance and funding

  • Manage the overall governance including due diligence of the India 2% portfolio
  • Responsible for managing and embedding the Bank’s Donations Global Process Standards (GPS) and India 2% procedures.
  • Lead external and internal annual statutory audit
  • Lead reporting of the overall 2% portfolio for the CSR committee.
  • Ensure timely processing of payments to NGO partners following the disbursement procedures and creating payment packs.

Risk Management

  • Identify and assess sources of regulatory risks related to 2% portfolio. Be updated of the changes in the 2% guidelines and ensure that the portfolio remains in sync to the changes.
  • Develop the 2% CSR risk management processes including: identification (risk registers), mitigation (policies) and frameworks on financial & regulatory issues 
  • Lead reporting to the Head of Sustainability on risk issues and risk mitigation plans 
  • Anticipate horizon risks linked ones not under its direct control like charity partners’ and other third-party risks and develop risk mitigation plans 

Programme Development Services

  • Onboard of new sustainability programme partners
  • Provide oversight to ensure that the activities being undertaken are in congruence with the project goal and the overall goal of the portfolio. 
  • Provide feedback to the implementing partner on program activities such as adopt innovative & problem-solving ways of project management, enhancing project future sustainability and convergence with government schemes under the thematic areas.
  • Explore thought leadership around the future of Education & Futuremakers.

Documentation & Communication 

  • Prepare portfolio progress report, briefs, and supervision notes as and when required for the group’s senior management and for the CSR committee. 
  • Support communication team with project-related material for drafting communication for internal and external stakeholders. 
  • Develop a dissemination plan for the lessons learnt. 
  • Coordinate with the M&E agency for project reports, and data for documenting success stories.

Our Ideal Candidate

  • Minimum 8- 10 years’ experience in CSR/philanthropy/ international development/ grant making.
  • Relevant experience/knowledge in India on the 2%
  • High degree of proficiency in data analytics, reporting, planning & presentation tools.
  • Ability to conduct research and analysis and deploy monitoring & evaluation frameworks.
  • Excellent attention to detail and ability to prioritise efficiently.
  • Excellent writing, communication, and project management skills.
  • Collaborative, self- motivated and ability to work both in a team as well as independently.
  • Flexible to travel extensively to project sites to monitor progress of grant programs.
