Job Summary

As part of the Benefits Realization Management function, this position is responsible for evaluating and optimizing the financial and strategic aspects of projects, programs and business unit activities undertaken by the ATS Learning department. The role provides critical insights through the development of robust and comprehensive business cases in support of informed decision-making.

the Senior Benefits Realization Analyst will be responsible for conducting compelling business cases and thorough cost-benefit analyses that contribute to the overall success of the ATS Learning department’s portfolio of activities. This role will work to build strong relationships with stakeholders, and will work collaboratively to gather relevant financial, workforce and training data, and develop accurate cost and benefit models and projections. The Senior Benefits Realization Analyst raises the skill level of the entire analyst team by creating exemplary deliverables and introducing better practices, processes, and tools. This position responds to ad-hoc requests on strategic issues and communicates with the various business units within NAV CANADA. This role also considers and demonstrates a sound knowledge of the air navigation system and the aviation industry to prepare recommendations and reports supporting decisions on major strategic initiatives.

Key Accountabilities:

  • Create detailed and compelling business cases for ATS Learning initiatives, outlining the strategic objectives, expected benefits and potential risks.
  • Conduct thorough cost-benefit analyses to assess the financial implications of proposed projects and programs.
  • Evaluate various options and scenarios for ATS Learning initiatives, providing insights into the most viable and effective solutions.
  • Analyze and present alternative approaches to address business challenges, considering both short-term and long-term implications.
  • Develop and maintain financial models to support decision-making processes, including forecasting the financial impact of proposed initiatives.
  • Provide recommendations based on financial insights to enhance the efficiency and effectiveness of the ATS Learning department.
  • Synthesize the resulting benefits, financial and otherwise, across the portfolio of initiatives, ensuring cohesion and alignment with the organizational strategy.
  • Proactively assess the impact of changes in project scope, resource availability, and other factors on the ATS Learning benefits realization schedule and roadmap and adjust business case and benefits realization management plans as necessary.
  • Collaborate with internal stakeholders and external partners including ATS Learning, Finance, Workforce Planning, Operations and Strategy Realization to ensure alignment and collaborative decision-making is foundational in all business case related activities.

Education:

  • Post-Secondary Education in a field related to Business, Finance, or a related field, or an acceptable combination of education, experience and training. Master’s degree preferred.

Experience:

  • 8+ years experience in strategic planning, project management, or a business analyst role
  • Proven experience in developing business cases, including conducting cost-benefit analyses, preferably within a learning/training environment.
  • Experience conducting quantitative and qualitative research and studies, analyzing and synthesizing results and developing various means of communicating the process and meanings of outcomes (summary reports, presentations, briefings)
  • Experience with a range of data and analytical concepts and methodologies, including primary research, surveys, interviews, observations and financial modelling
  • Experience building collaborative networks and working relationships with internal and external stakeholders
  • Experience communicating the outcomes of complex analyses to all levels of management internal to NAV CANADA via report writing and delivery of presentations

Knowledge:

  • Thorough understanding of the techniques and practices of data collection, manipulation and validation, the organization of information for reporting purposes, combined with knowledge of desktop software and modeling tools and the ability to interpret and evaluate data for consistency
  • Strong understanding of financial principles, including financial modeling techniques for cost-benefit analyses
  • Strong understanding of benefits realization principles, methodologies, and best practices
  • Knowledge of Excel, Power BI, PowerPoint and other reporting and presentation software
  • Extensive knowledge of the aviation industry and Canada’s air navigation system
  • Extensive knowledge of NAV CANADA’s organization, structure and information and data sources
  • Understanding of the ATS Learning department at NAV CANADA is an asset

Abilities:

  • Ability to identify complex problems, research and develop options and implement solutions
  • Strong ability to synthesize large amounts of data into snapshots appropriate for senior management use
  • Strong consultation and facilitation skills, with ability to gather information from and lead discussions with multiple stakeholders.
  • Excellent communication skills, both written and oral, with demonstrated ability to synthesize large volumes of information, tell a story, and simplify the complex for varied audiences

  • This position is based at Ottawa Head Office but may be eligible for a flexible work arrangement.
