Consultant Capacity Strengthening Advisor

HS4TB seeks a contractor/consultant to provide Capacity Strengthening expertise for the development of a capacity strengthening sustainability strategy, learning approach and development, and expert facilitation for a government contract management training program previously developed to be expanded and institutionalized.

Objectives

HS4TB’s organizational objective is to improve efficacy of implementation of the TB program through stronger relationships and management between the NTEP state managers and private service providers (i.e. Private providers and PPSAs). As such, we must ensure improved capacity and sustain continuity in contracting and contract management, building linkages and engagement between these key partners. The project is looking for a consultant to work collaboratively with subject matter experts to:

  • Enhance the Contract Management Training Program, expand the program’s offerings, develop a complete facilitator’s training manual and revision of existing training materials (i.e., PPTs, training exercises).
  • Design a capacity strengthening strategy for expanded delivery of the contract management training program and contract management tools within and beyond the project
  • Coordinate implementation and facilitate delivery of capacity strengthening strategy and specific learning activities within it
  • Create a sustainability plan for transitioning the training program to the GoI for ongoing cascade training, training of trainers, and onboarding of new government contract management employees

Scope of work

Preparation

  • Familiarize yourself with training curriculum elements and toolkit together with current project results and evaluation
  • Meet with project leadership and GoI counterparts to assess capacity strengthening needs

Develop Enhanced Contract Management Training Program

  • Based on needs assessment, design and develop further learning program components, including e-learning options/virtual modules for blended learning, refresher training, and coaching component
  • Enhance existing materials with additional participatory content application exercises, checks for learning.
  • Draft complete outline of training manual
  • Clarify agenda and curriculum elements needed for manual
  • Gather materials used alongside curriculum
  • Develop facilitator’s guide/training manual using existing materials and supplement with appropriate methodological instruction and detail 
  • Include learning evaluation methodology to assess behavior change and outcomes
  • Work with HS4TB team to conduct full review and validation with appropriate stakeholders

Design Capacity Strengthening Strategy and Sustainability Plan

  • Assess contract management capacity strengthening needs at this time, strengths and gaps in the program, and range of target audiences
  • Based on identified needs and objectives, and in collaboration with the HS4TB and MSH global team, draft a full capacity strengthening strategy that addresses the project’s approach to build the capacity of additional GoI counterparts through the end of the project
  • Multi-step training and refresher program
  • Coaching and mentoring of GoI employees
  • Capacity strengthening for institutionalization of program
  • Draft a sustainability plan for the transition of the contract management training program to the GoI to include:
  • Training of trainers
  • Cascade/expansion training
  • Onboarding of new staff
  • Options for continuous updates and upgrades
  • Transition of responsibilities over 6 months
  • Coordinate and facilitate HS4TB training program implementation, including elements such as training of trainers, complete training and/or blended learning program, refresher training, coaching program, and transition to GoI

QUALIFICATIONS

  • Master's degree in public health, health administration, education, instructional design, or related field.
  • Five or more years of relevant professional experience required in technical assistance on the design and implementation of capacity strengthening/training activities, including adult learning programs, interactive learning design and facilitation, and learning evaluation.
  • Ability to provide technical leadership and support for designing, implementing, and/or evaluating learning programs and collaborating with subject matter experts.
  • Ability to develop and implement institutional development strategies, plans, and activities, including assessment, design, implementation, and evaluation.
  • Ability to build and maintain relationships with senior-level colleagues, particularly interacting productively and professionally with government agencies, NGOs, private sector groups, USAID, and international organizations.
  • Ability to align diverse, multi-level teams with project goals, objectives, and result areas.
  • Diplomacy, written and oral communication, and negotiation skills.
