Main Purpose:

The Global Industrial Safety Engineer will be the leading expert in the field of industrial safety across Puma Energy’s global operations. This position is accountable for the development, implementation, management, and continuous improvement of an Industrial Safety Management Program; creating proposals for policies, requirements, standards, procedures, tools and templates to structurally implement and continuously improve industrial safety, including asset integrity management against international standards.

KEY RESPONSIBILITIES:

  • Lead the development, implementation and measurement of relevant strategies, initiatives and targets that foster
  • continual improvement in Industrial Safety and Asset Integrity Management across Puma Energy global operations.
  • Own, manage and directly oversee the industrial safety programs of our global facilities, including process hazard analysis, audit, management of change, incident investigation and process safety information.
  • Provide technical, regulatory and strategic consultation, support and training on safety risk management requirements and tools to help sites build a strong process safety risk management culture.
  • Develop processes and procedures to comply with corporate standards and work closely with operational departments to implement these processes, measure implementation effectiveness and recommend further improvement solutions where required.
  • Ensure through efficient design and maintenance that all equipment and global facilities comply with all current local, provincial, and federal regulatory and safety guidelines. Support and participate in assurance programs and execute process safety audits at sites.
  • Provide leadership and act as a resource through sourcing of innovative equipment or process solutions that will improve efficiency and reduce cost of intermediates and product.
  • Serve as the subject matter expert in process safety hazard management, providing guidance on the integration of safety measures into the design, installation, and operation of new manufacturing processes.
  • Lead, coach or support Process Hazard Analysis (PHAs), Inherently Safer Design (ISD), Hazard Identification (HAZID), Hazard Operatability (HAZOP) and Layers of Protection Analysis (LOPA), including educating the business on the methodologies, tools, and practices used to conduct these. Review results of Process Safety Management activities for quality and thoroughness.
  • Lead the evaluation and analysis of hazards associated with emerging manufacturing technologies, collaborating closely with cross-functional teams to identify potential risks and develop effective hazard control strategies. Identify and review new technologies development which may provide more efficient and cost-effective solutions.
  • Collaborate with engineering, operations, and HSSE teams to ensure adequate control methods and considerations are fully integrated into project plans and operational procedures.
  • Establish and lead the Process Safety Management (PSM) network where key metrics are tracked, training is cascaded and best practices and lessons learnt are shared to elevate the awareness and knowledge globally.
  • Engage with suppliers and vendors to ensure the integration of effective process safety measures, conducting thorough assessments of their safety controls, and fostering open communication to enhance the overall safety performance of operational processes. Provide industrial safety support during M&A and due diligence activities including integration.
  • Develop and deliver training programs for leaders, employees and contractors, raising awareness of high hazard categories and promoting a strong safety culture across the organization.

SKILLS & COMPETENCIES

Experience:

  • 15 years of relevant and practical experience in Industrial Safety within the Oil and Gas or Petrochemical industry;
  • Bachelor’s degree in Chemical Engineering, Mechanical Engineering or Process Engineering disciplines;
  • A Master’s degree or certification/registration as a Professional Engineer, Certified Safety Professional, or Certified Process Safety Auditor is desirable;
  • Tertiary qualifications in Project Management is preferred;
  • Detailed knowledge of process safety compliance and relevant international industry codes, standards and practices relevant to process design and safety;
  • Proficiency in managing/implementing Process Safety Program elements and technical requirements;
  • Experience managing complex global programs including setting goals, vendor management and executing to roadmap with cross-functional dependencies;
  • Understanding and experiences with risk scenario development techniques, including assignment of probabilities and consequences, specifically HAZOP;
  • Working understanding of Major Accident Hazard (MAH) management through deisgn and operation of industrial assets and experience with UK COMAH Regulations, EU SEVISO III or similar;
  • Experienced and effective problem solver, leading problem-solving teams both cross-functional and within Operations, Engineering, Maintenance and Contruction functions providing analytical solutions and effective actions.

  • Strong analytical skills with the ability to analyze data and formulate strategic recommendations;
  • Strong project management skills, including the ability to lead multidisciplinary teams and manage multiple projects simultaneously;
  • High level of interpersonal skills, including strong teamwork, negotiating and influencing skills;
  • Ability to translate technical topics into terms that are meaningful to more general audiences;
  • Excellent writing skills with the ability to produce high level, detailed reports, policies, procedures and documentation;
  • Experience in the development and application of Learning and Development Programs;
  • Strong computer skills and superior use of Microsoft Office suite including HSSE digital platforms;
  • Commercial acumen and strong financial management skills.

  • External – Regulatory Authorities across global jurisdictions, Global Service Providers and Suppliers, Auditors, Industry Groups, Contractors, Customers, Consultants and others as delegated by the Global Head of HSSE.
