Senior Clinical Manager

Microbiology

Functionally responsible for the technical and administrative operations of the Microbiology laboratory. Directs activities of supervisors, senior technologists and other laboratory personnel, and reports to the Directors of the laboratory. Through laboratory supervisors and assistants, they are responsible for day-to-day general management of the Microbiology Laboratory, including staffing, supervision, training, education, development of policy and protocol, fiscal control, quality assurance, and laboratory information systems. Ensures that all laboratory activities are carried out in strict compliance with governmental regulations, national standards, and hospital policies and procedures.

Responsibilities:

Interviews, hires, and recommends appropriate disciplinary action for assigned technical, supervisory, and clerical personnel, in collaboration with the Director and human resources. 

Staffs the laboratory with the appropriate technical and clerical personnel to support and accomplish departmental goals and objectives; provides for proper orientation, training and in-service education of staff; assigns work based on an individual’s qualifications and provides for cross training as appropriate; monitors and supervises work to ensure compliance with established procedures, policies and standards; monitors quality and quantity of work performed in the laboratories, authorizes and processes status changes, leaves of absence, paid time off i; evaluates overall employee performance; performs all other functions constituting proper management of personnel in accordance with established hospital and departmental policy and procedures. Assures that all administrative procedures are followed.

Trains/guides supervisory staff in specific supervisory procedures (QA, HR, purchasing, regulatory, etc.)

Establishes and enforces safety regulations for the laboratory to ensure that hospital personnel receive maximum protection from hazardous laboratory materials and infectious agents. Appoints, trains, and supervises Laboratory Safety Officer.

Follows all safety (including infection control and hazardous material) policies and procedures. Notifies appropriate hospital departments of unsafe conditions. Successfully participates in safety education and competency activities.

Recommends appropriate policy and procedures to ensure a safe working environment.

Responds to and promptly resolves all unsafe conditions.

Provides input and recommendations to the Director for the budget including proposals for new equipment, supplies, service contracts and other needs.

Attends department-wide meetings or appoints an appropriate Laboratory member; serves on committees; conducts meetings to maintain communications with staff relative to policy, practices, and procedures. Keeps Laboratory Directors informed. 

Maintains close cooperation and liaison with other departments and administrative sections of the hospital to provide coordination of activities that affect patient care.

Assists in identifying and evaluating means for improving laboratory costs, distribution of personnel, and work schedules. Identifies and investigates laboratory-specific problems and reports back to Directors with data and proposed solutions. 

Appropriately delegates responsibility for ensuring that adequate stock levels of required laboratory supplies are maintained; develops and implements a program of planned maintenance for all laboratory equipment; interfaces with sales and field representatives as necessary; and makes recommendations to the Director regarding acquisition of new equipment, or modification and repair of old equipment.

Provides for professional growth of self and staff through seminars led by teachers and practitioners in the field, through attending professional meetings, through staff meetings within the laboratory, and through maintaining a library of current professional literature. Attends and participates in meetings and committees within the hospital and in the community as directed.

Provides input into space allocation to enhance efficient operations and flow of work.

Participates in or initiates special project work as assigned by Director. May include preparation of administrative reports.

Responds to billing/charge back questions from other departments and outside vendors. Reconciles errors and maintains records.

Develops, implements, and monitors quality assurance programs for Microbiology. Prepares or oversees preparation of monthly quality assurance report for Director.

Participates in strategic planning.

Communicates to laboratory staff.

Is responsible for compliance activities in Microbiology.

Is responsible for competency activities in Microbiology.

Represents the Microbiology Laboratory at Pathology Department meetings or appoints appropriate representative from Laboratory.

Appraises performance of Microbiology supervisors in conjunction with Directors. Reviews all Employee Performance Evaluations for fairness. Recommends overall evaluation score and merit increase to Directors. 

Qualifications

Education:

Bachelor of Science Degree in Medical Technology or Chemical, Physical, or biological science from an accredited college or university. Masters Degree preferred. 

REGISTRATION / LICENSURE:

ASCP certification required

EXPERIENCE:

10 years of relevant experience with a Microbiology focus, three or more of which must have been in a supervisory or managerial capacity.
