Org. Setting and Reporting

This position is located within the Joint Human Rights Service (HRS) of the United Nations Integrated Office (BINUH) and the Office of the High Commissioner for Human Rights (OHCHR), Port-au-Prince, Haiti. Under the overall supervision of the Chief of HRS, and the direct supervision of a Head of Unit in the thematic area of assignment, the Associate Human Rights Officer works on assigned human rights activities ensuring the implementation of HRS’s mandate.

Responsibilities

Within delegated authority, the Associate Human Rights Officer will be responsible for the following duties: • Researches and collects information pertaining to human rights and protection matters, including their gender dimensions from a variety of data sources (e.g. communications, publications, the press) to keep abreast of issues/events and provide up-to-date information; assists in the analysis of information, to include the impact on the countries and thematic mandates on the human rights situation in Haiti. • Support the work of the protection cluster. • Drafts a variety of reports and correspondence relating to human rights and protection matters. • Maintains awareness of current human rights issues, to include relevant political and legal developments in Haiti. • Participates in human rights and protection training programmes for national law enforcement officials, representatives of the civil society and human rights non-governmental organizations (NGOs) in order to promote national capacity building. • Reviews human rights and protection issues, including their gender dimensions, and participates in discussions on the integration of these issues into political, humanitarian and economic efforts and programmes. • Assists in promoting efforts for community mobilisation and those that focus on exercise of rights of population. • Participates with other HROs in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future. • Liaises with government, NGOs, Civil Society organizations, UN agencies and other partners to create baseline data on the human rights situation, with special attention to vulnerable groups. • Designs and maintains database to track project progress. • Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. A minimum of one year of the experience in the promotion and protection of human rights is desirable. A minimum of one year of experience working within Haitian civil society organizations is desirable. Experience in designing, developing and implementing human rights outreach, capacity building and/or awareness-raising activities is desirable. Experience of monitoring and reporting on protection situation is desirable. Experience identifying relevant technical cooperation needs in a crisis context is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French (both oral and written) is required. Fluency in oral and written Haitian Creole is required. Knowledge of English is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
