Job Title: Assistant Contract Maintenance Manager/ Quality Control Manager (WP)

Job Summary: EMCOR Government Services is seeking a talented Assistant Contract Maintenance Manager/Quality Control Manager for a bid proposal at Wright Patterson, AFB. This is an exciting opportunity to provide support for a nearly 1-million square foot Medical Campus.

Essential Duties and Responsibilities:

  • Responsible for the performance of work in the absence of the CMM.
  • Responsible for day-to-day onsite facilities management for a 24/7/365 medical facility program of approximately 750,000 square feet.
  • Oversee diverse team of managers, leads, technicians, and administrative staff.
  • Ensure staff and subcontractors adhere to management plans and processes, including safety and quality requirements.
  • Direct scheduling and completion of preventive maintenance, repairs, and project work.
  • Coordinate closely with customer Facility Management points of contact in providing formal and ad hoc reports, scheduling services, sharing program status, and making best practice recommendations.
  • Ensure work is completed in compliance with contract requirements, healthcare codes and regulations, budgets, and performance standards.
  • Resolve conflicts, identified deficiencies, and issues following reporting and corrective action requirements.
  • Maintain program documentation and records for The Joint Commission (TJC) requirements, contract deliverables and plans, training, staff certifications and licenses, and permits.
  • Conduct staff training, safety briefings, and quality inspections.
  • Provide subcontractor and vendor management, including performance reviews and necessary follow-up actions.
  • Planning and safe execution of all service orders, preventive maintenance, repairs, pre-construction support, and IDIQ support in compliance with all applicable regulations, codes, and requirements.
  • Help oversee a diverse technical and crafts staff and subcontractors
  • Help ensure that workers are appropriately trained, qualified, and certified to safely accomplish assigned tasks
  • Directly oversee a Work Center charged with Customer Service Desk responsibilities, including responding to client maintenance requests and internal administrative items.
  • Oversee all corrective maintenance projects.
  • Helping establish a formalized approach to facility planning, scheduling, and execution of preventive, predictive, and corrective maintenance and facilities services
  • Helping ensure all work meets established performance standards and codes, and that customer needs are fulfilled
  • Shall have overall responsibility for the contractor’s quality control management program
  • Establish and maintain the site Quality Control Program that clearly defines roles and responsibilities, inspection systems, test methods, and documentation 
  • Management of Quality Control inspection system for all tasks including in the scope of work
  • Ensure quality control program and inspection system covers major repairs, construction services, emergency maintenance, demand maintenance, and preventive maintenance
  • Monitoring quality and compliance reports, identifying gaps, and developing corrective action plans to improve quality and support continuous improvement
  • Shall be present on-site, at a minimum, during normal duty hours
  • Responsible for implementing and assuring that both contractor and subcontractor personnel follow the requirements of the contractor’s Quality Control Plan (QCP)
  • Shall monitor the performance of the QC activities in all other work centers covered by the task order and shall provide remedial training as necessary to the responsible personnel at other locations.


  • At a minimum, must have a high school diploma or equivalent
  • Must be able to read, write, speak, and understand English.
  • Be technically qualified in the field of Healthcare Facilities Maintenance Management and shall have, as a minimum, five (5) years’ experience in medical/health care (bedded-inpatient) facility operations and maintenance, including the supervision of a diversified work force responsible for 24-hour (24/7/365) operations, maintenance and repair of medical facility
  • Have working experience with NFPA, EPA, TJC, CMS, OSHA codes and
  • Have at least five (5) years’ experience with The Joint Commission compliance (maintenance and documentation [including all CMSS work requests and all supporting testing/certification/verification (in- house or subcontracted) documentation] requirements for Environment of Care (EOC) and Life Safety (LS) compliance) as required for healthcare
  • Must have formal training related to TJC Environment of Care / Life-Safety Code standards.
  • At least two (2) The Joint Commission (TJC) surveys.
  • Experience using DMLSS CMMS is preferred.
  • An American Society for Healthcare Engineering (ASHE) Certified Healthcare Facility Manager (CHFM) certification is desirable
  • Strong oral and written communication skills required.
  • Completion of OSHA 30 preferred.
  • Shall have a minimum of two (2) years of experience in quality control evaluation and reporting in the fields of construction or facility management work
  • Shall have a minimum of two (2) years of experience working in comparably sized health facilities
  • Should be highly motivated and self-disciplined with a passion for outstanding customer service, comfortable in fast paced environments
  • Must be a US Citizen
