Job Description:

Job Purpose

The Child Development Officer is responsible to oversee the implementation of integrated activities for early age group age 0-6 old, adolescents age 12-17 years old and their caregivers within the Mobile Unit in Gaziantep Islahiye and Nurdagi. The post holder will be involved in providing day-to-day supervision to the Child Development Facilitators in delivering the ‘MOBILIZE’ package of activities. These include working with the communities, families, adolescents & children to strengthen their capacity, promoting positive child-parent relationships & facilitating adolescent empowerment initiatives.

The Officer will lead the development of effective strategies to reach out & mobilize target groups in the project locations. S/he is responsible to ensure activities are implemented according to the design & work plan of the MOBILIZE project, as well as in line with the relevant sector’s standards. S/he will also coordinate with the relevant technical coordinators possible travel to other provinces upon the request of his/her line manager.

Project Planning and Implementation

• Work with the Child Development Facilitators to support for developing schedules for daily, weekly, and special event activities for early age group (0-6) adolescents (12-17 years old), their caregivers and community members under the MOBILIZE project in two districs –Islahiye and Nudagi- of Gaziantep province.
• To follow that activities/services are delivered on time, on budget and in compliance with donor regulations.
• Coordinate with other Child Development Coordinators (Early Age Group, Adolescent Group and Caregiver Group) to ensure linkage between activities
• Support the MOBILIZE Project Manager to develop work plans and follow up with field teams regularly to ensure that activities are on track.
• Ensure that target community members are engaged in the project implementation, through effective mobilization and outreach strategies.
• Engage with other CWCs for regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.
• Ensure that project interventions are effectively documented before, during and after the activities.
• Ensure effective referral pathways are in place for appropriate responses and follow-up for children and adolescents who require specialized and other services.
• Regularly engage in communication with the Technical Unit to integrate appropriate technical priorities in programme design/implementation. • The MOBILIZE project is implemented timely and with high quality, in compliance with internal WV requirements and relevant sectors’ standards.
• The target early age group, adolescents, caregivers and community members are reached with the services and activities provided through mobile team 
• The project interventions address the immediate protection, learning and psychosocial support needs of children and adolescent girls and boys.
• The MOBILIZE interventions are coordinated with other departments and sectors that bring a positive impact to the overall child wellbeing outcomes.

Assessment, Monitoring and Reporting

• When necessary, contribute to relevant assessments and data collection of WV or inter-agency in the project locations, guided by MEAL and/or the Technical team.
• Support the MOBILIZE Project Manager to prepare timely and high quality monthly and quarterly reports in accordance with reporting schedules and formats/guidelines.
• Conduct periodic review meetings with the project team to identify bottlenecks and discuss the ways to address those bottlenecks.
• Support the MEAL team to use the specific M&E tools to monitor project progress and results based on the indicators and means of verification defined in the MOBILIZE project.
• Work with the MEAL team to enhance accountability mechanisms which facilitate boys, girls and other marginalized groups to report their feedback and complaints.
• Monitor and identify potential risks and threats to the ‘MOBILIZE’ mobile team activities and alert management timely for appropriate action.
• Contribute to any related research, case studies, learning reviews and publications for WV as relevant. • Accurate project data is recorded and maintained systematically on a monthly basis for analysis and reporting.
• Regular field visits conducted to project sites to ensure quality and compliance with project requirements and sectors’ minimum standards.
• MEAL tools to monitor, assess and evaluate adolescent activities are in place and used by relevant staff.
• The mobile team activities are safe and inclusive for all groups in the project areas.
• Timely communication, coordination and information sharing on project updates, achievements and challenges between the different members of the project team and other relevant departments in WV Syria Response.

Capacity Building

• Identify and share the capacity building needs for field-based staff with the Technical Unit
• Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented performance reviews.
• Attend internal and external training on related topics to enhance knowledge on child wellbeing, adolescent programming and other thematic areas. • To coordinate with Project manager to follow Project staff have the required technical knowledge and capacity to implement quality interventions under MOBILIZE project. 
• Project staff are aware of and can easily access to internal and external guidance and tools on related topics.
• Children, adolescents and families benefited from the improved capacity of service providers/actors in the areas. 

Networking & External Engagement

• When appropriate, in coordination with Project Manager represent WV in relevant interagency hub-level coordination forums (CP AoR, MHPSS WG, GBV, ECD, Protection) in the project locations.
• Participate in internal meetings and coordinate with other programme/sector teams.
• Establish strong relationships with local key stakeholders and community structures to facilitate the project acceptance and ownership.

Other

• Adhere to WV Child and Adult Safeguarding policy and standards.
• Adhere to WV accountability standards.
• Engage and support Project Manager to establish and maintained relationships with all key stakeholders at local levels.
• WV is adequately represented in external coordination forums in the different hubs and coordinates effectively with other actors in the same locations.

Knowledge and Qualifications of the Role

Required Professional Experience 

• Minimum 2 years of experience working in protection, child protection, education, MHPSS and other relevant programmes in development or humanitarian settings
• Knowledge of principles and programming approaches for working effectively with children (early age group and adolescents) and their families are essential
• Experience in implementing programmes for vulnerable communities
• Experience in implementing multi-sectoral or integrated programmes is an advantage
• Knowledge of the humanitarian architectures and the cluster approach and the ability to actively contribute to work of the coordination forums
• Knowledge working with and through local existing structures in the Southeast region of Turkiye
• Good interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient, positive, and able to work independently
• Ability to work as a team player and coach frontline staff in project implementation
• Commitment to and understanding of WV’s aims, values and principles
• Must have basic level computer skills- Word- Excel

Required Education, training, license, registration, and certification

• Bachelor degree in community development, child development, psychology, social work, psychological guidance, sociology, and other social sciences relevant.
• Certification or other recognized courses on Protection, Child Protection, Child Development, Adolescent Engagement, Gender-based Violence, Education in Emergencies, MHPSS, or other relevant subjects. 
• Good understanding of protection risks which communities and adolescents are facing in Southeast region of Turkiye, especially in a humanitarian/emergency context
• Good knowledge and awareness of inter-agency tools, guidelines and other resources for adolescent programming

Preferred Knowledge and Qualifications 

• Experience in implementing and using of behavioral change communication strategy for adolescent programmers
• Knowledge and experience in Inter-Agency Cluster/Sector Working Groups and Task Forces

Domestic travel to project sites only

Language Requirements

Excellent communication skills (both oral and written) in Turkish and English. Arabic is asset.
