UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end.

UNDP/PAPP offers operational services and support to several UN agencies operating in the occupied Palestinian territory. By promoting a client-centred approach in-line with UNDP's rules and regulations, our operational team collaborates closely with programme and project teams, as well as suppliers, UN agencies, and UNDP headquarters staff to address challenging operational -related issues.

The Operations and Services Analyst supervises the execution of varied and inter-related operational and logistical activities, including asset management, human resources management and common services. He/she analyzes and interprets the operations rules and regulations and provides solutions to a wide spectrum of complex issues. 

Position Purpose

The Operations and Services Analyst supervises Assets Management, Logistics, Security and Digital Services in Gaza and promotes a collaborative, client-focused, quality and results-oriented approach. The incumbent works in close collaboration with other Operations, Programme and projects staff in the UNDP PAPP and other UN agencies staff to successfully deliver administrative services in Gaza. Incumbent will approach work with energy and a positive, constructive attitude and display a strong client orientation

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration

Duties and Responsibilities

Ensures proper planning and strategic direction of operations focusing on achievement of the following results

  • Ensures full compliance of operations with UN/UNDP rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets (BSC), office budget (IWP) and monitoring of achievement of results. 
  • Plans and delivers efficient operational services and coordinates the Operations team. 
  • Analyzes CO business processes mapping and the operating environment and contributes to internal Standard Operating Procedures (SOPs) in Security , Logistics services, Administration, ICT and Assets Management. 
  • Contributes to the elaboration and implementation of cost-reduction, cost recovery and full Direct Project costing (DPC) strategies.
  • Constant monitoring and analysis of the operating environment, timely readjustment of operations and risk mitigating strategies. 
  • Manages collaboration arrangements with current and potential operational partners, suppliers and government counterparts. 
  • Ensures facilitation of knowledge building and sharing with regards to operations processes in the CO.

Manages implementation of logistics services, asset management for the CO focusing on achievement of the following results.

  • Contributes to the elaboration of the CO contract strategy, guiding the management of contracts and contractors and legal implications. 
  • Supervision of logistics services in accordance with UNDP rules and regulations. 
  • Oversight of the proper management of UNDP assets and facilities, including full compliance with IPSAS in the accounting for the procurement, utilization and disposal of the CO’s assets.

Supervises the provision of digital information and communication technologies services focusing on achievement of the following results

  • Use of Quantum functionality for improved business results and improved client services. 
  • Analyzes and contributes to the identification of opportunities to ameliorate business processes into web-based systems to enhance efficiency and full accountability. 
  • Oversees the maintenance of a secure, reliable infrastructure environment for ICT and adequate planning for disasters and recoveries. 
  • Research and identification of systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management system, etc.

Ensures proper security arrangements in the office

  • Oversee Security Contingency Plan maintained and updated and regular emergency drills conducted;
  • Prompt coordination with the Head of Office, staff and the Regional Hub on security-related issues and emergency operations;
  • Operational support to emergency preparedness and emergency situations provided;
  • All staff in Gaza informed and updated on security related issues and emergency operations;
  • Coordination with UNDSS and outsourced security services to ensure the adoption of new security protocols as well as safety and security of premises, assets and staff at all times.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Supervisory/Managerial Responsibilities:

  • Under the Primary supervision of Head of Gaza and the Secondary supervision of the Operations and Services Manager, the incumbent supervises the execution of varied and inter-related operational and logistical activities, including asset management, human resources management and common services. He/she analyzes and interprets the operations rules and regulations and provides solutions to a wide spectrum of complex issues. The incumbent will supervise Gaza based Operations Personnel including Security ones.

Required Skills and Experience:

Education:

  • Advanced University Degree (Master's degree or equivalent) in Business Administration, Public Administration law, social policy, public policy, politics, economics, development studies or a related area is required. Or
  • First-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

  • Up to 2 years with (with master’s degree) or 2 years (with Bachelor’s degree of progressively responsible work experience at the national or international level in providing operations advisory services and/or managing staff and operational systems and establishing inter-relationships among international organization and national governments.
  • Managerial professional experience in the field of development including relevant field-based operations management and work experience is required.
  • Substantial administrative experience in UNDP and or in the UN system and knowledge of UNDP and UN rules and regulations is an asset.
  • Experience in the usage of computers and office software packages is required.
  • Experience in handling web-based management systems and ERP systems, preferably PeopleSoft is an asset.
  • Knowledge of UN Procurement processes is an asset.
  • Experience in managing and coordinating Security related activities in UN or INGO is an asset.
  • Experience in managing large vehicle fleets within UN or INGO is an asset.
  • Experience in supporting Human resources with UN or INGO is an asset.

Language:

  • Proficiency in both English and Arabic languages is required
  • Other official language of the UN will be desirable.
