Title: Director of Politics and Legislation

Location: Augusta, Maine 04330

MSEA-SEIU Local 1989 is a labor union that currently represents nearly 13,000 workers statewide. Local

#1989 has an aggressive political lobbying program based on the premise that political power is critical in

order to improve our members’ lives, and for the delivery of quality public services to Maine’s citizens.

The Director of Politics and Legislation is the Union’s principal lobbyist before the Legislature and liaison

to elected officials. They are responsible for developing and coordinating field mobilization efforts in

support of the Union’s electoral and legislative goals and they advise the Board of Directors and Council

on matters of public policy.

This is a highly responsible, largely self-directed position responsible for developing and overseeing the

union’s efforts to build and exercise power through political action. The Director reports to the Executive

Director and participates in the general management of the Union as directed.

Qualifications:

  • A proven commitment to improve the lives of Maine’s working families;
  • Extensive experience advocating before a legislative or other deliberative body;
  • Experience developing and coordinating political campaigns;
  • Detailed knowledge of the legislative process;
  • Knowledge of state and federal election and campaign finance laws;
  • Ability to direct staff and volunteer Member Political Organizers;
  • Strong grassroots organizing skills;
  • Strong written and oral communications skills;
  • Experience with databases such as the Voter Activation Network, Unionware;
  • Degree in public policy or relevant experience in lieu of degree;
  • Must be willing to work long irregular hours and travel when needed;
  • Union or working organizing experience preferred.

Representative duties include, but are not limited to:

  • Working with elected leaders and other staff to develop the union’s political plan;
  • Developing and coordinating campaign skills training for Member Political Organizers and staff;
  • Advising Union leadership on endorsements;
  • Acting as a primary liaison with campaigns of endorsed candidates;
  • Overseeing the Union’s Political Action Committee fundraising activities;
  • Assisting elected leadership and other staff in developing the Union’s legislative program;
  • Functioning as the Union’s principal lobbyist before the Maine Legislature by:

o Drafting bills, testimony and other documents;

o Representing the Union before Committees of jurisdiction and other bodies;

o Monitoring legislation of interest to the Union;

o Developing/maintaining relationships with Presiding Officers, Floor Leaders and

individual legislators;

o Developing/maintaining relationships with other constituent representatives, as

appropriate;

o Directing member lobbying activities;

  • Working with Leaders and staff to coordinate field mobilization activities to

advance the Union’s position regarding electoral campaigns and legislation;

  • Advancing the union’s political message with members, the media and the public;
  • Manage time, resources and budget for political activities
  • Other duties as assigned
