Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Cost Recovery and Administrative Budget Unit (CRABU) of the Financial Management & Operational Support Section, in the Division of Administration. The Cost Recovery and Administrative Budget Unit is responsible for the preparation of the Division of Administration’s programme support budget, management of cost recovery budgets for the provision of administrative services to clients and the management of programme support cost plans. The incumbent reports to the Chief of Cost Recovery and Administrative Budget Unit.

Responsibilities

Under the direct supervision of the Chief of CRABU, and overall supervision of Chief of Financial Management & Operational Support Section, the incumbent is required to perform the following functions: Cost recovery and budget surge support: In the context of the UN Efficiency Agenda under the UNSDG and the rollout of Common Back Offices (CBO), ESCAP is in a position of being considered as the potential Service Provider for local-dependent services for Thailand. In preparation for the CBO proposal and associated cost recovery mechanisms, in addition to the annual budget preparation workload, the incumbent is expected to provide support to the team by performing the following tasks: • Collaborates with ESCAP service providers to gather cost recovery statistics for billing purposes. • Prepares billing documents in Umoja, including allocation cycles, sales orders, and service orders as necessary. • Generates ad-hoc reports on cost recovery when requested. • Collects the required information for the cost recovery service costing process. • Coordinates with the service provider to update service master data in Umoja as needed.

Work Experience

A minimum of seven years (or five years if graduated with a first-level university degree) of progressively responsible experience in project management, data application deployment, finance, budgeting, accounting, administrative services or related area is required. Experience with Business Intelligence or similar reporting tools and Enterprise Resource Planning (ERP) systems is required. Experience in the United Nations Common System or international organizations similar to UN Common System is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
