Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the Egypt/UN Sustainable Development Cooperation Framework 2023-2027 and the Entity’s five-year portfolio therein, UN Women implements its triple mandate of supporting normative standard-setting to advance gender equality and women’s empowerment, implementing national and grassroots programmes grounded in international norms and best practices in partnership with national stakeholders, and strengthening UN system coordination.

Over two decades of work in the country has resulted in UN Women ECO consolidating its expertise, partnerships, and investments around three main areas of work: women’s leadership and system-wide support to advancing gender equality; women’s economic empowerment; and eliminating all forms of violence against women and girls, including harmful practices. Working under the UN Resident Coordinator System, and in close partnership with UN agencies, UN Women Egypt is the lead agency on supporting the advancement of the UN Country Team’s accountability and commitment towards gender equality and the empowerment of women and girls.

Under the overall supervision of the Operations Manager, and in cooperation with the Deputy Country presentative/Head of Programmes, the Programme Finance Analyst’s contribution ensures provision and the execution of programme finance services and the effective and transparent utilization of financial resources in both UN Women programmes as well as UN Joint Programmes which UN Women leads. The incumbent promotes a client-oriented approach consistent with UN Women rules and regulations.

Duties and Responsibilities

Provide technical guidance and support to Country Office’s Programme Teams for quality financial management of programmes/UN joint programmes.

  • Support the Programme and Operations Team in ensuring effective, ERF system monitoring of overall programme/joint programme budget allocation, utilization, and delivery of both regular and non-core resources. 
  • Support the maintenance of the programme/UN joint programmes’ internal expenditures control system, ensuring that transactions are correctly recorded.
  • Lead the verification and reconciliation of various expenditure reports and PDRs as required.
  • Monitor dashboards and exceptions within programme financial management, identification of the remedial action in coordination with the supervisor,
  • Support the UN Women Programme team in tracking the outstanding advances and prompt follow up of overdue liquidations.
  • Support the preparation of programme/UN joint programme budgets, and the preparation of projects cost sharing agreements as well as trust fund agreements.
  • Support the maintenance of the Accounts Receivables for projects and follow-up with partners on contributions.
  • Follow up and coordinate with TAX authority regarding VAT exemption for relevant sources of funds, and in accordance with SBAA/UNDP and Financing Agreement requirements of the donors.
  • Manage and monitor the implementation of projects under the United Nations Trust Fund to End Violence Against Women, including collaborating with partners to ensure project set up, financial oversight and project closure as per UNTF requirements.
  • For those UN Joint Programmes administered by UN Women, lead and coordinate the financial reporting among the implementing UN Agencies and support identification of bottlenecks in terms of monitoring delivery across the participating UN agencies.
  • Support capacity development of the Egypt CO’s capacities to efficiently track overall delivery and utilization of regular and non-core resources. 

Provide oversight and support to ensuring strong financial control and due diligence by UN Women’s Implementing Partners (IPs).

  • Support improving capacity of IPs to effectively manage funds, by providing trainings and capacity building activities.
  • Contribute to mitigating and minimizing risks related to the utilization of funds and cash transfers through assessment of the IPs’ financial management capacity, field monitoring and annual reviews.
  • Support improving the IPs’ internal financial controls through assurance activities.
  • Verify the financial accuracy of Projects and IPs’ financial reporting on the use of funds and cash transfers; and providing support as required.
  • Perform proper controls and due diligence for the projects’ payments and advances’ liquidations, as well as raising any significant issues with the supervisor and project managers for resolution.
  • Maintain auditable records of all expenditure reviewed against source project documents and IPs’ documents.
  • Support the implementation of the UN Harmonized Approach to Cash Transfer (HACT) as required.

Provide guidance and support to the Country Office’s delivery monitoring and the quality control of Partner Agreements and maintenance of the Programme Agreements Management System (PGAMS). 

  • Prepare programme / non-core financial overview, as well as support the preparation and follow-up on the programme implementation plans.
  • Prepare the overall office delivery and Utilization monitoring report every month and/or as required by management.
  • From a financial and audit perspective, support the Programme team in developing the partner agreements and relevant extensions as per corporate requirements.
  • Arrange for and guide formulation of the Partners’ Online Risk-based Capacity Assessment in PGAMS, and guide monitoring therein.
  • Monitor PGAMS reports and initiate follow-up actions.
  • Contribute to corporate-level dialogue on the above, contributing to the development of global procedures and requirements. 

Ensure timely preparation of financial donor reporting in collaboration with the programme/joint programme teams.

  • Support the preparation of the financial reports for donors ensuring UN Women timely and quality submissions, in coordination with supervisor. 
  • For the number of joint programmes UN Women administers, ensure timely and accurate financial reporting from participating UN agencies.
  • Monitor outstanding donor reports to donors and initiate follow-up actions.
  • Follow up on errors in chart fields or over expenditures and ensure proper adjustments.
  • Assist in the maintenance of the General Ledger, analyzing and reconciling accounts with supporting modules.
  • Respond to requests to resolve financial data issues 
  • File and archive supporting work papers and documents. 
  • Provide budget setup support to permit accurate reports in formats required by Donor 
  • Provide project staff with training on budget formats for donor-specific reporting requirements.

Provide coordination and support to the annual IP audit and office audit processes in accordance with UN Women rules, regulations, policies, and procedures.

  • Coordinate and support the pre-audit preparations in coordination with the supervisor and complete the pre-audit checklist.
  • Contribute technically to the training of staff on audit requirements and preparations, and as otherwise determined by Operations Manager.
  • Coordinate the IP audit filed visits to IPs/RPs.
  • Coordinate and facilitate the IP audit kickoff and exit meetings between the IPs/RPs and the IP audit firm.
  • Develop responses to internal and external audit inquiries and other findings related to financial management for review/approval by Operations Manager. 
  • Develop IP audit action plans in coordination the relevant IPs/RPs.
  • Plan and track expenditures and performance of non-core financial resources for audit trails. 
  • Support the implementation of the Audit recommendations, in coordination with the Operations Manager.

Facilitate knowledge building and knowledge sharing focusing on achievement of the following results: 

  • Assist and provide input to training materials for the Egypt Programme Team and UN Joint Programme Teams on financial donor reporting and project closure or other related finance items.
  • Actively participate in knowledge sharing and changes of duties with other staff in Finance team, as requested by Operations Manager.
  • Ensure full compliance with all UN Women Financial Regulations and Rules, Operations manuals, Internal Control policies and procedures, Standard operating procedures, Finance manual, and Delegations of Authority to ensure compliance and consistency.

Required Skills and Experience

Education and Certification

  • Master’s degree (or equivalent) in finance/Accounting, is required. Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
  • A First Level University degree with combination of two (2) additional years of relevant work experience may be accepted in lieu of an advanced degree.
  • Successful completion of UN Women’s Accounting technical test, as part of the selection process, would be an asset.

Experience

  • At least 2 years’ experience in a finance / accounting-specific role with in a large international organization preferably in the UN system, required.
  • Demonstrated financial experience using an ERP financial system is required.
  • Demonstrated experience in providing financial and budget support to programmes/projects is required.
  • Demonstrated knowledge of IPSAS/IFRS is desirable.
  • Experience in the usage of office software packages (MS Word, Excel, etc.) is required.

Language Requirements

  • Fluency (written & spoken) in English and Arabic is required;
  • Knowledge of the other UN official working language is an asset.
