Job description

Senior Analyst in Border Force Operational Planning & Major Events, National Planning Capability

Are you a problem solver with an aptitude and interest in programming, especially using large datasets and able to understand highly technical concepts, both mathematical and computational?

As part of a newly formed team the outputs from your work will have a real-life impact on thousands of officers who work for Border Force, ensuring they are deployed where the business needs them most and that the welfare of those officers is paramount.

This is an exciting opportunity to join a team which underpins implementation of new processes at the border. Providing strategic and operational support to Border Force and playing a key role in long-term planning, as well as working at a fast pace to help deliver operational solutions. We also provide evidence to inform strategic investments in border security through analytical insight and evidence. 

These Senior Analyst roles are unique in the world of operations, with a team designing and building a new tool that will incorporate data science, analytics, and planning in a single product, in conjunction with several other technical teams. This is a highly complex area, with many different stakeholders and technical capabilities, the ideal candidate will have to understand highly technical concepts and translate into actionable, automated outputs to make operational decisions.

Key responsibilities for those working at this grade in BA are set out below.

We are seeking motivated, enthusiastic, and focused individuals who are passionate about analysis. You will be confident in planning how to structure problems, perform appropriate analysis based on the quality of data, and confidently communicate complex information to a range of audiences. You will use persuasion skills to get buy in from non-analytical partners when there is reluctance. High attention to detail, initiative, and strong organisational skills are essential.

You are not expected to have all the skills mentioned in the responsibilities below. Training will be provided where needed to help successful candidates gain the knowledge they would need to meet these responsibilities.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024. Applicants can request further information regarding how this may work in their team from the Vacancy Holder (see advert for contact details).

Candidates will need to agree a base location of either Manchester, Liverpool or Leeds with a requirement for regular attendance at other Home Office locations including (but not limited to): London, Croydon, Manchester, Liverpool, Leeds and Sheffield with some travel to various frontline locations. 

Responsibilities

You will:

  • Play a key role in developing/improving the modelling and analytical capability of Border Force, to meet the challenges of implementing important programmes such as Digitising the Border. This includes a wider variety of modelling methods including simulation/stochastic modelling, empirical testing, and various forecasting techniques.
  • Use cutting-edge modelling and analytical techniques (for example in R or Simul8) to help support Border Force senior leaders make effective decisions.
  • Inspire supporting team members, take responsibility for, and lead your own key projects. You will champion collaborative work across operational, central-planning, and policy teams.
  • Contribute to evaluation projects looking at a variety of options, participating in decisions on the selection of the best outcome.
  • Draw on multiple data sources to collate the information needed to model new analytical capabilities.
  • Create compelling visuals and automated dashboards to convey the outcomes of analytical projects and modelling to support evidence-based decision making.
  • Manage junior analysts within the team and support/substitute for the team leader as required.
  • Engage with Border Force operations, policy, and cross-Government colleagues, providing a great opportunity to influence senior decision making within the Department including at the Ministerial level.
  • Manage a range of analytical projects from start to finish ensuring all aspects are carried out to a high degree including ensuring proportionate quality assurance is carried out.

Recruitment and Retention Allowance (RRA)

Successful candidates may be eligible for an annual RRA of £2,000. This allowance is subject to review and Head of Profession approval, and could be reduced or withdrawn at any time.

Eligibility

These roles are open to both external candidates who meet the requirements and existing Government Operational Research Service (GORS) members. If the latter, please indicate clearly on your Statement of Suitability that you are a current badged member of GORS and for which department you currently work.

For external applicants, civil service badging is used to designate people presently employed in the Civil Service who meet the criteria for that profession at a particular grade level. If you have analytical skills but no formal Civil Service analytical profession badging, you are most welcome to apply. Successful applicants will become badged members of the profession. Applicants must meet the qualification requirements for the profession as set out below.

Essential Criteria

You should demonstrate as part of your application form that you meet the following criteria:

  • Existing member of GORS or hold the qualification to join the profession as detailed below.
  • Strong analytical and problem structuring skills, with demonstrated experience of applying analytical skills in a professional capacity.
  • Excellent customer engagement skills (written and oral), particularly the ability to communicate complex information and recommendations clearly and concisely to non-technical audiences, including senior leaders.
  • The ability to establish and build effective relationships with stakeholders.
  • Manage multiple demands effectively in a fast-paced environment.
  • Must be a proactive team member with good leadership skills, including the ability to set shared objectives, engage others, and maximise the value of analysis.

Desirable Criteria

  • Experience delivering analytical programmes collaboratively with a diverse stakeholder group.
  • Experience of applying a range of analytical approaches and experience in managing multi-disciplinary teams.
  • Understanding of the cloud environment (Azure or AWS).
  • Experience in building databases and Application Programming Interfaces (APIs).
  • Experience of coding and MS Power products (R, SQL, Python, Pivot, Query, PowerBI/DAX, or other languages) and/or modelling techniques.

Qualifications

To be eligible to apply to GORS, you should have at least a 2:1 in a numerate degree (the rule of thumb is that at least 50% of the studied modules must have mathematical content). Applicants with a 2:2 degree may be accepted, but they must show wider skills and experience relevant to government OR, or for instance, a Masters qualification in OR.
