Tetra Tech International Development is currently accepting applications from qualified candidates for a Security and Risk Manager for an anticipated USAID-funded activity in Ukraine. This is a mid-level, full-time position based in Kyiv, Ukraine and will require travel to regions in which the project operates.

Position Summary: The Security and Risk Manager (SRM) will support the safety and security of the large activity team and ensure compliance with Tetra Tech’s Duty of Care Standards in close coordination with the Chief of Party, Project Management Team, and Home Office Security Manager. The SRM will directly supervise Security Specialists across each of the regions of Ukraine where the activity team will operate.

Responsibilities:

  • Continually monitor and analyze security conditions in the country in general, and more specifically in the areas where the program works, via local media, security reports, and first-hand information collected from field-based staff and local partners/contacts; compile and submit regular reports that track incidents and trends in the security contexts within Activity areas of operation.
  • Participate in relevant security coordination meetings and groups with partners and security networks; liaise with relevant security actors e.g., IP security staff, security forces, local community stakeholders, local authorities; provide regular briefings to relevant staff and partners on the security situation and mitigation measures.
  • Help assess security risks that may impact staff movements and safety in different parts of the country and communicate them in a timely manner to ensure real-time decision making and up-to-date situational awareness, as well as inform program strategy and field operations.
  • Conduct risk assessments of all proposed site visit areas and develop corresponding risk mitigation plans for each trip.
  • Monitor field travel and provide timely guidance, advice, and emergency support; conduct all necessary preparations, as outlined in Activity security plans and procedures, to prepare staff for site visits and field travel.
  • Develop and maintain all project standard operating procedures, guidelines and planning for staff safety, operational security and program continuity.
  • Develop and continually evaluate, review, and update the hibernation and evacuation plans for all Activity locations in Ukraine and ensure that practical preparations are in place and known to all relevant staff.
  • Conduct risk assessments of prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards; provide technical input and advice on assessments to consider activities in new geographic locations of Ukraine.
  • Develop and implement a project incident reporting procedure to ensure Activity leadership and other relevant staff are informed of all incidents and follow up actions.
  • Provide regular training for Activity staff on a broad set of safety and security preparedness topics, including regular scenario-based practice; work with relevant staff to develop and implement training curricula appropriate for current program operations and risks and coordinate external training (such as Hostile Environment Awareness Training (HEAT)), as required.
  • Supervise Security Specialists, including delegating functions related to the responsibilities outlined above.

Qualifications:

  • Certification in a security-related field or bachelor’s degree in a related field required.
  • Five (5) or more years of experience in security management of staff and assets in complex and high-risk environments. Experience mitigating risk in active war zones preferred. 
  • Extensive knowledge of the current security environment throughout Ukraine as the result of the ongoing Russian invasion.
  • Demonstrated experience with implementing security strategies, policies, procedures, and standards to enable project staff to safely perform their duties.
  • Experience working with International Development and Aid Organizations preferred.
  • Strong analytical skills and ability to produce written reports with minimal/no supervision, including: Threat, Risk, and Vulnerability Assessments, Security Surveys, Security Audits, and Contingency Planning.
  • Strong interpersonal skills, resourceful problem-solving capability, and the ability to interact effectively with multifaceted organizations at senior levels and cross-culturally.
  • High level of computer literacy, including thorough knowledge of all MS Office and mapping applications.
  • Must be able to read, write and speak fluent English and Ukrainian.
  • Ukrainian citizenship is required for this position.
