The Opportunity 

The Employ Activity will focus on equipping Cambodians with job skills that are tailored to sectors that will drive inclusive economic growth and diversification over the coming decade. Working with local partners such as NGOs, private businesses, universities, and vocational training institutions, Employ will emphasize improving the capabilities of women and youth in science, technology, and innovation, concentrating on areas like the green economy, STEM-related fields, digital technology, and innovative manufacturing, among others.

As the Technical Lead Education and Workforce, you will be responsible for supporting the Chief of Party (COP) and Deputy Chief of Party (DCOP) to identify and engage universities, vocational training institutions, and other training services providers to support the skills development of Cambodian youth and women. You will develop the strategy and oversee activities to strengthen education and training institutions, including upgrading of curricula to focus on skills for future jobs and facilitating opportunities for internships and other on the job training. You will ensure that education and workforce activities remain on schedule with the approved workplan to meet or exceed project results. You will liaise with key stakeholders, including youth and women, universities, vocational training institutions, training service providers, private sector, NGOs and key government entities. You will develop and compile quarterly and annual reports on relevant activities. This role requires previous experience working in the education sector in Cambodia. 

Core Responsibilities 

  • Provide technical leadership and oversight for education and workforce activities. 
  • Design, develop, and implement sustainable initiatives with education and training institutions and other stakeholders that promote future skills development of Cambodian youth and women
  • Build and advance productive working relationships with universities, vocational training institutions, and training service providers. 
  • Directly supervise and contribute to the successful implementation of activities designed to meet Employ objectives, ensuring interventions reflect high technical quality and international best practices. 
  • Promote gender, equity, and social inclusion, as well as Positive Youth Development principles. 
  • Support the development and review of project work plans and reports.
  • Other duties as assigned. 

What We Value

  • Bachelor’s Degree 9 years of relevant experience, or Master’s Degree 7 years of relevant experience.
  • Demonstrated experience engaging universities, vocational training institutions, and training service providers in Cambodia.
  • Demonstrated understanding of the challenges that graduating students face with finding employment, the skills gap, and opportunities to close the gap. 
  • Demonstrated creativity and willingness to test new innovative approaches
  • Demonstrated knowledge and expertise in the implementation of projects with a focus on universities/vocational training institutions, youth and women. 
  • Strong leadership and collaboration skills.
  • Strong written and oral communication skills, including fluency in Khmer and English. 
  • Demonstrated ability to be flexible and respond to emerging opportunities and overcome barriers.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
