Job Description and Duties

Under the general direction of the Information Technology Manager I (ITM I), the incumbent performs as a skilled information technology specialist for complex technical architecture projects and acts as a technical advisor and consultant to other staff in solving system problems and achieving best use of available computer hardware and software resources. The incumbent is responsible for information technology support services of computer systems to meet business requirements of the California State Legislature and the legislative support organizations. Core business hours are 8:00 am to 5:00 pm, Monday through Friday, and the incumbent is expected to be available during core hours. However, schedule may be adjusted and is contingent upon business needs. After Core business hours on weekdays, weekends, and holidays is mandatory and essential during peak times of the year. Peak times generally fall within the legislative session which is January through September. Therefore, the incumbent may be scheduled to work up to 7 days a week and after core business hours may not always be scheduled in advance.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Three (3) or more years of experience in Oracle database administration on a UNIX (Solaris/Linux) platform or Three (3) or more years of experience in System administration on UNIX (Solaris/Linux) platform in an organization providing data services, application development, or systems support. Experiences with Oracle RAC, Oracle OEM, and Oracle Golden Gate, Data Guard. Demonstrated experience in database administration operations, maintenance, troubleshooting, and working with other teams to resolve both technical and complex problems. Demonstrated knowledge of project management practices, tools and techniques. Three (3) or more years of experience performing advanced database administration and support with Oracle/MySQL. Expert knowledge of Oracle database in RAC environment. A bachelor’s degree in computer science or information technology or any other relevant degree. Ability to independently initiate and/or participate in a project team. Skill to write technical documentation and specifications in a clear and technically proficient manner. Experience with agency guidelines and policies. Knowledge of the legislative business environment and its business practices. Knowledge of UNIX administration, Exceed, shell scripting and web application administration. Experience with cross-platform support. Ability to collaborate within and outside the team with a focus on continuous improvement of every relationship. Demonstrated experience planning assignments and monitoring performance according to priorities. Ability to handle interruptions and changes in priorities without losing productivity. Demonstrated ability to develop creative solutions to problems, and tackle issues in a self-motivated manner in line with the direction of the team and the organization. Demonstrated knowledge of web standard and technologies, including HTML and JavaScript. Knowledge of the Office of Legislative Counsel’s mission, vision and values. Possess strong attention to detail and a commitment to delivering the most correct data content and availability.

Your Responsibilities

  • Conduct research of Information Technology industries to identify technological trends and new technologies and utilize this information in recommending alternative solutions for improving the Legislative Data Center (LDC) customers’ business processes. Maintain necessary skills to stay current with technology
  • Analyze information from LDC customers, including the Assembly, Senate, Legislative Analyst’s Office (LAO), Office of Legislative Counsel (OLC), and legislative support organizations and recommend computer hardware and software solutions to meet the business needs of the customers
  • Provide technical assistance to LDC customers, including the Assembly, Senate, LAO, OLC, and legislative support organizations in resolving complex data processing technical issues and problems
  • Configure and install the most complex computer system software which includes, but is not limited to, the operating system, web application servers, layered products, databases and network products. Facilitate the seamless and smooth integration into the computing environment
  • Maintain updates and new releases which include, but are not limited to, the operating system, web application servers, layered products, databases and network products
  • Analyze and resolve the most complex computer system problems related to operating systems, layered products, databases and network products in a multivendor environment
  • Conduct computer system capacity planning studies, forecast the computer usage and utilization, and report the findings at regular intervals including recommendations for alternatives when the projected capacity of the system will be exceeded
  • Perform other duties as directed
  • Be available nights and weekends to address and facilitate the resolution to urgent issues
