General Description

Popular Inc is seeking a Senior Compliance Officer to join the Regulatory Risk Testing Unit of the Regulatory & Financial Compliance Division. The Senior Compliance Officer will be responsible to conduct reviews of policies, procedures, and internal controls to assess for the adequacy of the Bank's, overall compliance program and identify if they effectively mitigate the compliance risk of regulatory requirements, including those applicable to non-deposit investment products and fiduciary services. RRT conducts risk-based reviews of various regulatory requirements (non-AML) applicable to the entities under Popular, Inc. This position will report to the RRT Compliance Manager and will conduct assessments of Popular Bank, Banco Popular de Puerto Rico and the Virgin Islands.

Essential Duties and Responsibilities

  • Analyze banking regulation risk based upon the Bank’s Regulatory Risk Assessments.
  • Demonstrates an understanding of business processes, control frameworks, and related regulatory and compliance standards.
  • Prepare practical work programs that effectively test compliance with the applicable regulations of the bank’s operations.
  • Conduct compliance reviews to determine the effectiveness of the Bank’s compliance program in an effective and timely manner.
  • Assess and challenge whether the control framework meets regulatory expectations.
  • Prepare detailed workpapers to support the results of the review.
  • Report and present findings and observations.
  • Develop draft report of review results.
  • Track the status of issues identified during reviews, assess the actions taken and ensure they remediate the risks.
  • Complete monthly governance reporting.
  • Responsible for supervising and performing quality review over the reviews of assigned Compliance Officers, if applicable.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Coach and develop employees. Foster a spirit of teamwork allows for disagreement over ideas as well as diversity.

If required:

  • Provide coaching, recognition, motivation, and skill development to staff members on a consistent basis.
  • Effectively establish and communicate the Goals and Objectives for employees, gain commitment and establish a plan of action for goal attainment. Perform One on Ones, performance evaluation and suggests areas for development and/or improvement. Discuss results with employee and management.
  • Delegate individual task to employees for special projects, prepare updates within established timeframe and report results.
  • Responsible for ensuring all reports and logs are updated timely and reported to management as required. This may include but not limited to monthly management reporting and charts.
  • Ensure new and existing employees are adequately trained on all current and new processes to allow for maximum coverage for the department.

Minimum Education

Bachelor’s Degree, JD preferred.

Experience

  • Five years of experience conducting compliance testing or audits within banking, financial services, or examination experience at a financial industry regulator. 
  • Expertise and knowledge of non-deposit products operations and applicable regulations, including securities and insurance.
  • Knowledge and experience in Fiduciary and Trust operations and applicable regulations. 
  • Experience in Risk Management, Compliance, or Internal Audit (preferred).

Other Qualifications

  • Securities Licenses (required).
  • Licensed as attorney in at least one jurisdiction (preferred).
  • Highly effective at identifying compliance risks, determining root causes, and recommending actionable solutions.
  • Experience conducting control design assessments and operating effectiveness testing.
  • Excellent analytical, communication and report preparation skills.
  • Familiarity with workpaper system(s) and workpaper 
  • Manage time effectively and meet deliverable due dates.
  • Ability to communicate effectively with all levels of personnel.
  • Confidence to professionally challenge stakeholders.
  • Capable of dealing with conflict and achieving solutions through negotiation.
  • Ability to lead a team of testers, supervise a review, and correct testers workpapers.
  • Ability to track to completion testing plans.
  • Fully bilingual.
