GENDER IN EMERGENCY (GIE) SPECIALIST

The Gender in Emergency Specialist will serve as Co-Chair for the Gender in Humanitarian Action group at the national level with UN Women and will also focus on integrating gender into emergency programs at the country office (CO) level.

Supporting CO programs: The specialist will collaborate with the Gender Justice Team at the CO level, enhancing their capacity and providing technical support. They will ensure that the needs and priorities of marginalized groups, such as women, children, the elderly, and people with disabilities, are considered and addressed within CO programs. Additionally, they will lead efforts to identify strategic approaches to address gender issues and ensure gender-inclusive analysis in humanitarian programs.

CO Chair role for Gender in Humanitarian Action Working Group (GiHA) for Afghanistan: The GiHA WG is an inter-cluster technical working group focused on advancing gender equality and empowerment in emergencies. The specialist will play a key role in reactivating and advising the GiHA WG as Co-Chair, which is crucial in addressing the current context of restrictions on women's rights during the COVID-19 pandemic.

Coordination/ Key relations: GiHA members, CO Gender Justice team and Program Coordinators.

RESPONSIBILITIES:

  • Co- Chair the GIHA in Afghanistan along with UN Women.
  • Support Gender in Emergency programming. 
  • Safeguarding Responsibilities.

QUALIFICATIONS:

  • Master’s or bachelor’s, degree in a field related to gender such as gender studies, law, political sciences, and other social disciplines. With exposure/training in GBV/Rights, Peace and/or Security and Design and Monitoring of Programs.
  • At least 5 years of work experience in humanitarian context, managing cluster roles and related combined area of Rights and Awareness and Program Quality, Gender and Women Empowerment in a development context, experience with both International and National Women's NGOs or government organizations.
  • Strategic thinker with strong leadership and management skills adaptable to a large organization. 
  • Experience in the representation of CARE at national level. 
  • Good writing skills, effective presentation skills, and excellent knowledge of both written and spoken English.
  • Adapt in context and communication.
  • Able to facilitate change and demonstrate innovation. 
  • Analytical/conceptual thinking. proven experience in drafting advocacy/ reporting papers 
  • Strong, clear communication skills and ability to take complex ideas and explain them for easy comprehension.
