The WPE Capacity Building Senior Officer (SCBO) will be responsible for the development and implementation of capacity building plans to increase IRC’s staff and its local partner’s knowledge and skills to deliver quality GBV response and prevention services in all areas of interventions. Additionally, the capacity building senior officer will support in the planning and the implementation of the GBV coaching program.

The WPE Senior Capacity Building Officer will also support the continuous growth of IRC and its partners staff and including WPE as needed. Particularly, this position will contribute to enhancing the capacities of other GBV and non- GBV actors through providing technical support and mentoring.

Major Responsibilities

Material consolidation and development

  • Support in the ongoing development of already existing or new tools.
  • With the supervision of the WPE Capacity building (CB) Manager, the SCBO will ensure the implementation of developed WPE curricula and adaptation based on the Lebanon context.
  • Review and continuously update the GBV coaching session guide after conduction of needs assessment and participants’ feedback.
  • Review trainings and learning modules, mentoring sessions and coaching tools and provide feedback based on needs.
  • Develop and adapt training materials to ensure the inclusion of all participants and ensure thee increase in knowledge based on designed pre/post tests.
  • Assist in the development of the yearly Capacity Building and Partnership strategy for WPE/IRC.
  • Ongoing technical support to WPE staff, to build their capacity in WPE programming, through mentoring, coaching, regular meetings and support them in resource and tool development.
  • Support other IRC programme implementing activities to improve approaches and interventions through mentoring and coaching.
  • Support in developing training resources for staff, mentors and partners based on identified gaps.
  • Ensure newly developed WPE tools are tailored towards the needs of our project participants.
  • Actively contribute to the development of new interventions in the area of integration with other sectors.

Training & Capacity Building

  • Implement the capacity-building programming for WPE staff and partners according to the vision and strategy developed and outlined by the WPE Coordinator, incorporating adjustments as needed according to the expertise and the participants’ needs.
  • Assess gaps and needs within the teams regarding WPE programming and recommend and participate in capacity building plans with the WPE Managers.
  • Organize and ensure smooth delivery of trainings for local partners and public organizations by coordinating with the WPE Program and relevant technical focal points
  • Plan and facilitate the GBV coaching session in coordination with the CB Manager and the team.
  • Ensure using all relevant M&E tools when conducting the trainings. Analyze the results with the support of the M&E team.
  • Report on each training by stating the achievements, challenges, and recommendations.
  • Conduct regular coaching and mentoring sessions with IRC and local partners’ staff and mobilize other IRC’s team members to provide technical input and expertise.
  • Utilize agreed tools to monitor quality of implementation by local partners and provide recommendations to address gaps.

Partnership development

  • Participate in the mapping and assessment of local partners working in the target area.
  • Provide feedback to WPE Manager and other key WPE team members on how to best support local partner’s capacity building process.
  • Identify gaps in implementation and service provision and propose methods and processes to address the gaps and strengthen the capacity of partners after coordination with the field managers.
  • Support local partners in developing individual capacity building plans for staff when needed.

Reporting and Coordination

  • Maintain proper documentation of training sessions and trainings attendance sheets, pre and post-tests, etc.
  • Oversee the implementation of M&E components of the program, ensuring data is collected and analyzed and results shared in collaboration with the WPE Coordinator, WPE Senior Manager, Capacity Building Manager and M&E Officer.
  • Contribute to donor’s reporting through providing relevant inputs and analysis of progress, challenges and achievements as needed
  • Coordinate and ensure the capacity sharing and enhance the integration between WPE and IRC sectors.
  • Represent IRC in relevant meetings, coordination platforms and events related to WPE activities.
  • Actively coordinate with other national actors that are concerned with the service provision for targeted population
  • Actively contribute to qualitative analysis related to GBV trends and patterns in order to inform WPE strategies and future actions.
  • Support in the representation of IRC programming during field visits of external visitors.
