Position Function:

The Deputy Director of Procurement and Contracts (DDPC) is responsible for working with the Director & Chief Procurement Officer (Director & CPO) in developing and managing implementation of policies, procedures, and objectives for the University’s procurement and contracts programs, Procurement Card, Travel Office and Accounts Payable in accordance with state and federal codes and guidelines and University policy.

Salary Grade: 19

Department Profile:

The Procurement & Contracts Department of Mississippi State University is the purchasing agency of the University. Greater efficiency, both in terms of economy to the University and service to the departments, is achieved through specialization of purchasing. The purpose of Procurement and Contracts, therefore, is to procure quality supplies and equipment as economically and conveniently as possible.

In the interest of serving the University, its alumni, and the community, Procurement & Contracts, in conducting business and discharging its responsibilities, is guided by three primary objectives:

1. Purchases are to be made in consideration of the objectives and policies of the University, as well as the particular requirements and objectives of the departments.

2. Maximum, ultimate value for each dollar of the expenditure must be obtained.

3. Qualified, competitive bidders must be given equal consideration and opportunity to bid on the University's requirements.

Essential Duties and Responsibilities:

1. Reporting to the Director & CPO, the DDPC establishes and implements short, and long- range departmental goals, objectives, policies, and operating procedures; monitors and evaluates program effectiveness; effects changes required for improvement.

2. In coordination with the Director & CPO, designs, establishes, and maintains organizational structure and staffing to effectively accomplish departmental goals and objectives.

3. Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines staff.

4. In coordination with the Director & CPO, oversees the overall operations of Procurement and Contracts, Procurement Card, Travel and Accounts Payable.

5. In coordination with the Director & CPO, oversees the university’s e-procurement program, Bully Buy.

6. In coordination with the Director & CPO, Develops and manages annual budgets and performs periodic cost and productivity analyses.

7. In coordination with the Director & CPO, Acts as negotiator between the University and vendors/suppliers and procurement contracts; keeps informed of all new developments relative to available resources; makes recommendations designed to reduce costs, update systems, and provide environmentally approved materials and services.

8. Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees.

9. Perform related duties as assigned.

This position has full supervisory responsibility for other employees as a major responsibility and includes training, evaluating, and making or recommending employment decisions.

Minimum Qualifications:

Bachelor’s degree

Business, Management, Accounting, or related field.

10 Years Experience

Progressive procurement management and business operations work experience demonstrated and directly related to the duties and responsibilities listed in this job description.

Preferred Qualifications:

Certification or Licensure - NIGP-CPP, CPPB, CPPO, CPM

Knowledge, Skills, and Abilities:

1. Knowledge of accounting and budget principles, practices, and analysis of financial data.

2. Knowledge of federal and state regulations regarding purchasing/bidding methodologies.

3. Skill in organizing resources and establishing priorities.

4. Ability to supervise and train employees.

5. Strong interpersonal and communication skills.

6. Ability to work effectively with a wide range of constituencies in a diverse community.

Working Conditions and Physical Effort

1. No unusual physical requirements. Requires no heavy lifting, and nearly all work is performed in a comfortable indoor facility.

2. Externally imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; may involve conflict-resolution or similar interactions involving emotional issues or stress on a regular basis.

3. Job frequently requires sitting, reaching, talking, hearing, and handling objects with hands.

4. Job occasionally requires standing, walking, stooping/kneeling/crouching/crawling, and lifting to 25 pounds.

5. Vision requirements: Ability to see information in print and/or electronically.
