I.T. Computer Systems Managers manage and direct an Information Technology area at at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

Computer Systems Manager

CAMPUS SPECIFIC INFORMATION

Queensborough Community College of the City University of New York (CUNY) is a comprehensive college in Queens which offers over 40 associate degrees. The Information Technology Department welcomes applications for a full-time Deputy Chief Information Officer (DCIO) position at the rank of Computer Systems Manager Level 5. This position will be in Provisional status. 

Reporting to the Chief Information Officer, the DCIO will be responsible for overseeing the daily operations and strategic projects of one or more IT units towards advancing the educational mission of the College. The DCIO is a trusted and experienced advisor to the CIO and serves as a senior leader in the IT organization, participating in strategic planning, outcomes planning and assessment and other operational management functions such as in the areas of infrastructure, telecommunications including the College’s VOIP phone system, disaster recovery, information security, service desk, classroom technology support, CUNY-wide applications, business intelligence and multimedia services. The DCIO will implement best practices in a matrix environment to ensure the progress of campus priorities which are increasingly dependent on the effective and efficient integration of technology across all divisional and departmental objectives. The DCIO will support the CIO in both campus and CUNY initiatives and will serve as the primary decision maker in the absence of the CIO. They will be expected to provide leadership, supervision, mentoring and performance appraisals of full-time and part-time staff. They will coordinate projects with external constituents such as vendors and contractors including the development of Statements of Work/RFPs, reviewing vendor submissions, managing budgets and overall quality control. 

The DCIO will be expected to provide strong project management leadership for the Information Technology department and college-wide projects that involve technology. A strong history of project management and experience is required.

The DCIO will be expected to provide attention to the College’s cybersecurity resiliency and lead the Information Security & Infrastructure team in establishing and executing an IT Cybersecurity Resiliency Plan. The DCIO will act as ‘Analyst-in-chief’ relating to information security-related activities, including but not limited to incident response, security plans for vulnerabilities, prioritizing security strategies, analyzing reports generated by threat monitoring systems and oversee vulnerability testing. This position also will be required to successfully communicate with managerial staff from other departments, to help ensure the entire campus community follow information security policies and procedures, and to keep abreast of the current information security landscape of the College. 

Other duties: 

  • Review and draft IT policies and procedures, for consideration and implementation by the CIO.
  • Review campus-wide assessment of cybersecurity risks and establish mitigation efforts and awareness campaigns. 
  • Coordinate with other campus directors, managers, and supervisors to review operations, and recommend opportunities for improvement and monitor progress. 
  • Develop formalized project plans using industry standard solutions to better coordinate and manage IT projects. 
  • Assist the CIO in developing annual and long-term plans and associated budgets while coordinating with the Budget and Procurement offices for purchase needs. 
  • Evaluate existing business practices in consultation with various campus units and propose solutions to assist with improving efficiencies through innovative approaches.
  • Lead the IT Information Security & Infrastructure teams to create and execute cybersecurity efforts on campus. 
  • Participate in regular meetings with staff as well as with IT management to review status, performance and other topics as required.
  • Liaise with key technology teams at CUNY CIS and other campuses.
  • Perform hands-on tasks when required.
  • Participate on campus and CUNY committees. Participate in various compliance, discovery and audit activities pertaining to IT or the campus.
  • Serve as the Project Manager on numerous simultaneous projects while managing expectations and setting high standards for project delivery. 
  • Provide guidance and support for all departments including Academic Computer Center and Service Desk.

MINIMUM QUALIFICATIONS

1. Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

2. Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.

This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.

OTHER QUALIFICATIONS

Preferred Qualifications 

  • A master's degree in Computer Science, Information Technology or a related field with a strong background in information security is desirable.
  • The ideal candidate will have experience leading people and effecting change by building coalitions, will be results-driven, and have strong business acumen which is transferrable to a higher education environment.
  • Strong working knowledge (7+ years) of Windows servers and desktops, Microsoft 365, Microsoft SQL, software applications, Cisco networking and unified communications, wireless infrastructure, information security, IT disaster recovery, virtual desktop computing, Storage Area Networks, network monitoring/management tools and familiarity with SIEM and firewall solutions.
  • Eight (8) to ten (10) years of progressively responsible experience in the management, development, and implementation of computing systems. 
  • Five (5) or more years of experience managing IT teams of 10 or more individuals in a service-oriented organization, including managing conflict and using team motivational techniques in diverse environments. 
  • Four (4) or more years of experience formally managing multiple projects using Project Management Body of Knowledge principles while managing a budget of at least $25,000 per major project and experience with contract and vendor negotiation.
  • Experience with business process modeling, requirements analysis, and process improvement.
  • Experience with Oracle PeopleSoft Campus Solutions, Human Capital Management, and Financials, Blackboard LMS or Brightspace LMS, Coursedog, DegreeWorks, EAB Navigate or Starfish, ITSM systems such as ServiceNow, and other CUNY deployed systems are highly desirable.
  • Ability to lead and participate effectively as a member of collaborative teams.
  • Knowledge of current trends in information technology and cybersecurity.
  • Excellent verbal and written communication and presentation skills while establishing strong working relationships with various constituent groups.
  • Effective problem-solving skills and the ability to think creatively but ethically for solutions to problems.
  • Demonstrated experience in change management.
  • Certification(s) in one or more of the following areas: project management, cybersecurity, cloud, and/or networking technologies.
  • Availability to resolve time sensitive and critical issues as needed.

COMPENSATION

COMPENSATION AND BENEFITS

$130,000 to $160,000

Health Plan Coverage for Employees Hired on or after October 1, 2022 City of New York employees and employees of Participating Employers and their eligible dependents hired on or after October 1, 2022 will only be eligible to enroll in the EmblemHealth HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period.

If a new health plan is selected, the new plan will be effective on the 366thday.

Only after the 365th day can the employee participate in any Annual Fall Transfer Period. An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to EmblemHealth. An employee, or eligible dependent, must meet certain criteria and the request must be approved by EmblemHealth before the exemption is granted. The HIP HMO Opt-Out Request Form and HIP service area are available on the EmblemHealth website.
