PATH is seeking to recruit an experienced and qualified Senior Program Officer to provide providing strategic direction and implementation of research and project(s) design. You will work with cross-functional teams to ensure the successful delivery of programs and collaborate with internal and external stakeholders to achieve organization objectives. The incumbent will work under the supervision of the project RPM.

There has been significant progress in reducing the burden of TB globally and in Zambia. However, TB remains a major public health concern. Like other countries Zambia still working on increasing access to screening and diagnosis, case finding and treatment, infection prevention and control (IPC) measures, and (multi-)drug resistance, all while recovering from the impact of COVID-19. In partnership with CDC PATH will support the MoH (specifically the national TB and Leprosy program (NTLP) in accelerating progress toward the TB elimination targets and reducing transmission and morbidity among groups at higher risk for developing TB disease: household contacts of people with TB, children and adolescents, people living with HIV, health care workers, migrants, mobile/displaced populations, and those who work/live in crowded and/or congregate settings (e.g., criminal justice facilities, mines, high-density housing areas). PATH will provide technical assistance (TA) while building on our recent and current TB and capacity-strengthening work.

Responsibilities:

  • Lead technical and managerial planning, and implementation of CDC Global TB TA – Zambia activities.
  • Develop strong relationships with the MoH and partner organizations working on TB.
  • Lead the technical assistance and support to the NTLP in optimizing household contact investigation; capacity building in whole spectrum of TB care; hot spot mapping and improved generation, and use of data for decision making.
  • Manage consultants that will be engaged to support the NTLP.
  • Support the development of strategic and technical documents and resource mobilization efforts.
  • Represent PATH at relevant platforms including TWGs and events.
  • Lead the development of annual work plans and budgeting for activities in Zambia.
  • Monitor program outcomes and ensure deliverables are met as specified in the grant.
  • Ensure timely submission of project reports to the funder and internal and external stakeholders.
  • Contribute to business development to expand PATH portfolio in Zambia.
  • Perform other duties as assigned by a supervisor to meet the needs of the organization.

Required Skills and Experience:

  • Advance degree in public health, medicine, or related field, and a minimum of 10 years of experience providing technical assistance/programming in support of health systems strengthening or an equivalent combination of education and experience.
  • Demonstrated technical skills and experience in TB programming at the national and sub-national levels.
  • Proven ability to create and maintain effective working relationships with government personnel, NGO partners, and international organizations at various levels.
  • Demonstrated experience managing technical programming against work plan commitments, designing, and implementing technical activities, and communicating inputs/outputs/outcomes of activities.
  • Experience managing junior and mid-level technical staff members.
  • Demonstrated ability to think strategically with strong analytical and problem-solving skills.
  • Demonstrated skills in collaboration and diplomacy and commitment to achieving project objectives.
  • Demonstrated ability to communicate (orally and in writing) complex issues in a concise, compelling, and easily understandable manner.
  • Strong interpersonal and organizational skills.
  • Experience in facilitating meetings and moderating complex discussions with a variety of stakeholders (including national leaders) preferred.
  • Competence in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
  • Fluency in English is required.
