Job Description:

MAJOR RESPONSIBILITES

Program Quality

  • With MEAL department and partners, support the development of health and nutrition assessments and analysis of health and nutrition data
  • Attend the regular meetings conducted between operation teams and partners to follow up and support
  • In cooperation with the MEAL department, strengthen the monitoring and reporting tools in addition to the evaluation tools
  • Assist the MEAL department in the selection of appropriate indicators and tools for monitoring and evaluation health and nutrition activities
  • Review, analyse, provide input and feedback on health and nutrition program/project reports to improve quality (including consumption reports)
  • Review the WV MEAL reports and use data to make improvements 
  • Review the need assessment and evaluation tools and reports and provide feedback
  • Ensure compliance with WV and donor standards in implementation and management of health and nutrition programs
  • Ensure that WVSR is timely reporting to the WV global in terms of applicable prgrams/ modules (i.e CMAM,)
  • Support the field technical coordinator in terms of the

External engagement and coordination

  • Represent World Vision at health and nutrition sector coordination, working groups, and donor meetings in coordination with the H&N advisor and provide a brief for the meetings
  • Attend regular meetings with ACU to provide continuous support and follow-up on the EWARN project.
  • Meet regularly with the EWARN technical officer at WHO
  • Participate in all workshops/ events related to EWARN
  • Build good relationships with other health and nutrition actors working in the Syrian response.
  • Communicate opportunities raised in cluster/ sub-cluster meetings with the technical advisor
  • Seek opportunities to collaborate with other organizations in coordination, learning, and programming
  • Network with other WV entities, particularly around best practices, technical approaches, and resource acquisition
  • Provide WV’s Communication and Advocacy department with information (stories, case studies and photos) to highlight WV’s health and nutrition activities and impact

Program Development 

  • Participate in the development of Syria Response Strategy, particularly for the health and nutrition sector
  • Support the H&N advisor in new program development of health and/or nutrition proposals in cooperation with partners and other WV departments, looking for innovative approaches to meet health and nutrition needs of the community.
  • Ensure appropriate partner engagement in development and implementation of health and nutrition programmes
  • Support timely approval and provision of supplies and medicine working with supply chain to provide specifications for procurement (ensure alignment with WV Pharmaceutical Procurement policy, with BHA Essentials Medicines List/WHO essential medicines list, and nutrition supply standards).
  • Support the recruitment process of relevant health, pharmacy, and nutrition staff
  • Ensure that the field technical team is using quality tools/ checklists and provide ongoing technical support to them
  • Provide technical input and recommendations in the procurement process, storage, and dispatch for health and nutrition services and materials

Capacity Building

  • Suggest a capacity-strengthening plan for the health and nutrition field technical team
  • Coach/mentor health and nutrition-related projects/activities in coordination with field operations, to improve the quality of implementation and provide technical support when needed
  • Support quality programming through training and supervision in areas such as primary health care, nutrition including IYCF, nutrition education, treatment of acute malnutrition and micronutrient deficiencies, reproductive health, MHPSS including mhGAP and PM+ community health outreach, early warning systems, outbreak response, appropriate drug prescription, and medical and pharmaceutical supply chain and storage.
  • Monitor and ensure staff understand and implement best practice/project models/approaches
  • Ensure that all partners and health staff understand the WV and international standards for working with affected populations including PSEAH, AAP, project management principles
  • Identify and work with partner organizations to improve their capacity to implement quality health and nutrition interventions
  • Support the partnership team in conducting the organizational capacity assessment of partners and suggest to the H&N TA a capacity-building plan.

Learning and Research

  • Ensure experiences and lessons learned from health and nutrition programs are shared and communicated with the relevant teams and incorporated/ considered into new proposals
  • Support in designing sectoral assessments
  • Collaborate with MEAL department, sectoral or academic actors to identify and pursue focused research initiatives
  • Identify new trends and opportunities in order to adapt technical approaches and projects
  • Provide support and close monitoring to test new/adapted project models/approaches.
  • Identify unintended consequences and work to adjust projects and sectors to address challenges and take advantage of opportunities

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Minimum of 5 years’ experience in humanitarian health and nutrition interventions

Required Education, training, license, registration, and certification

  • Master’s Degree in Public Health, or relevant medical degree
  • Strong understanding of health processes and models including treatment protocols for NCDs, SRHR, communicable disease, mental health, PHC supplies, RH kits, basic health facility equipment and pharmaceuticals
  • Strong understanding of nutrition programs including IYCF, CMAM, MNS, adolescent nutrition
  • Good coordination and networking skills
  • Ability to work in and contribute to a collaborative team environment
  • Willingness and ability to travel to project areas
  • Excellent analytical/problem solving skills
  • Detail Oriented
  • Ability to work with minimal supervision

Preferred Knowledge and Qualifications

  • 3 years’ experience working with cross border/partners programming in Syria
  • Training, coaching and mentoring skills
  • Ability to use statistical software to analyse assessment data.
  • Experience working with major donors

Travel and/or Work Environment Requirement

The position requires ability and willingness to travel domestically and internationally up to 10% of the time

Language Requirements

Excellent knowledge and communication skills in English

and Arabic
