Role Overview:

Alameda Health System is hiring! As a key member of the IS Leadership team, the Director of Business Intelligence will be a leader in the company on defining and executing a vision for our growth in leveraging enterprise information. The future of data including BI, AI/ML, extensive end user access to “insights” to enable operational efficiencies, actionable plans to drive results to support meeting our operational targets (financial, clinical, business, quality, and/or regulatory). This role is critical to the success of several enterprise programs that will require considerable business intelligence, enterprise data management, and forward-thinking skills to ensure BI strategy and the tactical plan aligns to a sustainable model for current state and trends into the future of analytics.

DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: Following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification. 

Foster an environment that generates breakthrough ideas around the utilization of information and executes them effectively in partnership with internal IT resources, business partners and external vendors.

  • Leads the management of current EDW while continuing to define and deliver new capabilities in end user access as well as AI/ML capabilities.
  • Manages and supports, through continuous improvement, the Business Intelligence functions, the BI team, external vendors and is a leader in the utilization of data and reporting across the enterprise.
  • Supports the BI team's technical and functional initiatives and toolset definition and acquisition by ensuring process, resource and budget allocation.
  • Participates in IT strategy planning, bringing their expertise to all discussions and directions of IT and business initiatives.
  • Focuses on continual development of team members through staff development, succession planning and coaching/mentoring.
  • Responsible for the overall effectiveness of the program and project methodologies incorporating data management/reporting and the continued maturation of these within development life cycles.
  • Assumes fiscal responsibility including overall budget performance for the acquisition, development, installation, implementation and maintenance of the reporting system projects. 
  • Coaches, mentors and leads BI Team staff to continuously improve on technical and interpersonal capabilities; collaborates with peers and management to identify, develop and implement training and development for assigned staff as well as across other teams; focuses on developing teams along with creating and sustaining synergies across IS and operational teams is essential to success.
  • Communicates with the user community on clinical systems projects, especially in relation to their goals, status and expected outcomes, as well as overall information systems vision and strategies.
  • Defines, negotiates and delivers all IT services related to the application portfolio; participates in IT services negotiations and agreements that result in the creation of Service Level Agreements.
  • Develops long and short-range plans according to the overall IS strategic plan for modifications, evaluation, testing and maintenance of clinical systems.
  • Directs the daily operations of the BI Team ( Waiver team, Cogito team, Interoperability team, DBA, and web) and is responsible for the human resource activities, budgeting and overall departmental management and supervision; establishes departmental goals and objectives and reports accomplishments and plans on a regular basis.
  • Establish and maintain sound working relationships with key leaders within AHS (Data Governance Committee Co-Chairs and committee memvers), VP of Applications, CIO, CTO, CISO, CMIO & Informatics team, Executive Team, AHS partners, Physicians, and third-party vendors. Acts as the lead interface between the the CIO, the Executive team, and the staff.
  • President of Applications and the Clinical Applications Teams.
  • Establishes strategic and tactical input regarding clinical system strategies in support of IS business strategies and priorities; researches and plans the appropriate application, associated technologies and solutions to meet changing business directives; analyzes risk & return profiles of new applications for necessary acquisitions.
  • Evaluates new technologies, software, vendors that may provide opportunities for solutions or new applications necessary to accomplish institutional goals, objectives, and strategies particular to the Clinical Services departments.

  • Proactively resolves issues encountered during and post system implementation working with all levels of personnel both internal and external to the institution.
  • Provides and articulates resource requirements (financial, technical, and human resource), risk analysis and impact of requested information system projects for Clinical Services departments.
  • Provides leadership in large cross-functional teams to influence and assist people at a variety of levels internally and externally.
  • Responsible for communicating all departmental and patient care mandatory regulatory requirements staff for compliance.
  • Responsible for the day-to-day support of all clinical and financial applications, contributing to the IT strategic plan regarding system requirements and operational effectiveness for each application sector.
  • Works jointly with Project Management Office project managers and other information systems groups to implement projects.
  • Approve project initiatives by defining scope, approve resources, manage risk, and maintain budget compliance. Ensure that technology is implemented with a direct understanding of how it will benefit AHS’ overall operations.
  • Collaborate with internal business stakeholders (customers), vendors, industry consultants and senior company management to define information needs, develop business cases and priorities, and manage service levels.
  • Create and communicate clear and compelling vision and strategy for Business Intelligence and communicate vision to staff and business stakeholders. As needed, leading and participating in committees.
  • Create and maintain productive relationships with vendors and consultants to resolve operational issues, secure input and counsel on potential new initiatives, execute approved initiatives, and negotiate software and services contracts.
  • Define an enterprise data platform strategy, establish a reporting architecture and provider corresponding roadmaps.
  • Develop an analytic tools data and infrastructure team that provides leadership and excellence in execution for stakeholders, with a focus on developing future leaders.
  • Provide leadership, people management, mentorship and oversight. Lead through subordinate managers and project managers. Select, develop, appraise and motivate staff to accomplish group objectives and requirements. Continuously develop talent to meet the future needs of AHS.
  • Develop annual budgets, capital plans and system development plans and monitor performance against plans.
  • Ensure that technical and process architectures (application and information) are implemented and maintained to support core AHS’ business functions.
  • Lead the development of data controls for various data feeds and work with the Integration team to ensure the integrity of data.
  • Lead the reporting team to establish the ongoing development and operations of a business intelligence architecture that enables fact-based decision making and ad hoc analysis and insight.
  • Participate in data governance processes required to ensure data integrity, information optimization, and performance of the data warehouse.
  • Rationalize current data landscape, including Enterprise Data Warehouse, Epic infrastructure and AHS data assets.

MINIMUM QUALIFICATIONS

Preferred Education: Master’s degree.

Preferred Experience: Experience within a Sr. leadership role (i.e. Director); Experience working in federally qualified health centers; experience with implementing and supporting Epic Reporting Tools, Crystal Reporting, Microsoft Reporting tools both data and visualization.

Preferred Licenses/Certifications: Epic Data Model Certifications: Revenue Cycle Data Model; Clinical Data Model

Required Education: Bachelor’s degree in relevant field of study, or equivalent combination of work experience and training is required.

Required Experience:

  • Ten years Data Warehouse, Reporting, and Visualization IT experience; seven years in a management role responsible for managing reporting applications and data warehouse tools; Five years’ experience with Epic’s Reporting Tools (i.e. Cogito, Caboodle, Radar, Reporting Benchmark to name a few); experience with maintaining a data warehouse, hardware and consulting services; design and implementation of BI processes and policies; leadership experience collaborating with middle and senior management in order to build cross-organizational consensus, identify synergies and driving process and operational improvements; experience in management of multiple high-performing and cohesive team(s) across BI, Interoperability, Back-end Database, and Web in support of software development and project management lifecycle.
  • Experience in directing and managing budget, a team of 20+ direct reports, and working with a data governance committee to define data standards, data definitions, and data stewards.
  • Must demonstrate an ability to establish relationships and build rapport in order to influence colleagues at all levels, uncover business or technical issues, and facilitate their resolution.
  • 5+ years of related BI development, integration or implementation work utilizing industry tools.
  • Experience managing BI teams with both logical and reporting responsibilities
  • Must possess strong analytical and problem solving skills, with a proven track record of executing calmly against tough deadlines.
  • Experience with Teradata, Microsoft Power BI, Microstrategy or other industry standard BI toolsets.
  • Comfortable with team dynamics and openly seeks and shares information across teams and departments, coordinating and combining competencies for the best overall result.
  • Works effectively in the face of stress, ambiguity, difficult situations, and shifting priorities all while championing the long-term architectural view.
