Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level,

Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides

traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation

options across the DOTMLPFI spectrum.

The Federated Interoperability Branch supports and enables the delivery of coherent and interoperable capabilities by developing and

verifying the associated capability specifications in order to ensure Day Zero interoperability of people, processes, and technologies.

Within the FI Branch, the incumbent manages ACT DT Portfolio.

Principal Duties

  • Digital Transformation Strategy and Planning: Develop and execute a comprehensive DT portfolio management strategy aligned with the ACT's DT and MDO ambitions. Define clear DT goals, KPIs, and success criteria for each project within the portfolio. Ensure alignment with the NATO's broader digital strategy.
  • Project Oversight: Ensure project digital projects are delivered on time and within budget. Conduct risk assessments and develop
  • mitigation plans to address DT project challenges. Monitor project progress and intervene when necessary to address issues and delays.
  • Resource Management: Allocate and manage resources effectively across the portfolio to optimize project performance. Ensure resource availability and capacity to meet the demands of the DT portfolio.
  • Quality Assurance: Establish and enforce DT project management best practices and quality standards. Conduct periodic reviews and
  • audits to assess DT project performance and compliance.
  • Financial Management: Develop and manage the DT portfolio budget. Monitor financial performance and ensure cost control within the
  • portfolio.
  • Continuous Improvement: Identify opportunities for process improvement and implement best practices to enhance the DT portfolio's
  • performance.
  • The incumbent may be requested to carry out other unspecified duties as required.

Essential Qualifications / Experience:

  • University Degree in management information systems, accounting, economics, finance, business administration, public administration,
  • operations research, project management, information technology, information systems engineering, quality engineering or related
  • discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • 5 years of experience, in roles with increasing levels of responsibility, in project and portfolio management, resource management and strategic planning.
  • A minimum of 3 years of demonstrated experience managing digital portfolios in a technical field such as DT, EDTs, Cybersecurity, DS, AI, etc.
  • Demonstrated ability to work effectively as part of a multi-national and multi-disciplinary team.
  • Proven ability to develop and implement strategic plans, set objectives, and monitor performance, ensuring alignment with organizational missions and objectives.
  • Must possess excellent analytic skills, the ability to summarize large amounts of written material and to communicate clearly and effectively in English.

Language:

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Demonstrated understanding of digital technologies within the context of defense, security, or international organizations.
  • Experience in developing and implementing policies, guidelines, and standards related to DT in accordance with industry best practices. 
  • PRINCE2 Practitioner qualification.
  • Resource Management Education Programme (RMEP) Course (ETE-FI-2708) provided by NATO - School Oberammergau (NSO)
  • NATO Staff officers Orientation Course (ETE-MW-36870) provided by International Military Operations Centre "Josip Briski" (IMOC).

  • Problem-Solving: Strong analytical and problem-solving abilities, with a results-oriented approach that allows for the identification and resolution of complex issues.
  • Clear Communication: Exceptional communication skills, including the capability to convey complex technical concepts to both technical and non-technical stakeholders in a clear and understandable manner.

Managerial Responsibilities:

  • No line management responsibility, but responsible for managing ad hoc teams to support the delivery and development of DT related programs and projects.

Contribution to Objectives:

  • The work of the DT Portfolio Manager directly impacts the implementation of a comprehensive DT portfolio management strategy at the Command level, aligned with the ACT's DT and MDO ambitions

Professional Contacts:

  • Negotiate with internal and external stakeholders at same or higher level to achieve the objectives of Digital Transformation.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
