The Emerging Threats and Technology (ET&T) Division is comprised of cybersecurity, infrastructure protection, policy, legal, intelligence, and security systems expertise. Our staff work in interdisciplinary project teams to provide innovative concepts that integrate policy, analytics, science, and technology into unique solutions. The Threat Prevention and Resilience (TPR) group sits at the intersection of policy and technology deployment. This group of over 45 staff examines the suite of issues that impact technology deployment and use, such as laws, regulations, policies, economics, trade, and stakeholder challenges. The Legal Frameworks Team within TPR comprises over ten analysts who conduct research and analysis on behalf of U.S. Government sponsors and perform training, engagement, and capacity building with a range of foreign partners. The Legal Frameworks Team seeks a Legal intern to help provide policy and legal analytic support to PNNL’s ongoing work to promote international chemical, biological, radiological, and nuclear (CBRN) materials security and nonproliferation and address emergent technology threats.

Responsibilities

The Legal Frameworks team is looking for a Summer Public International Law Intern to provide research support to PNNL’s Threat Prevention and Resilience (TPR) group. The intern will conduct public international law, comparative law, and regulatory research primarily related to nuclear law and arms control law. Activities will include analyzing international recommendations and existing national laws and regulations to identify divergences. The Public International Law Intern may also support the development or delivery of curricula for foreign technical assistance related to chemical, biological, nuclear and radioactive materials security and international nuclear safeguards.

There may be opportunities to support projects in other areas of emerging technology and national security. Topic areas could include, inter alia, outer space law, international environmental and climate change law, U.N. sanctions implementation and counterproliferation finance, export control law, cyber security law, and policy and technical approaches for countering disinformation campaigns. 

Qualifications

Minimum Qualifications:

  • Candidates must be currently enrolled/matriculated in a PhD program at an accredited college. 
  • Minimum GPA of 3.0 is required.

Preferred Qualifications:

Candidates enrolled in a JD degree at an accredited college or university and have completed their first year of study.

A preferred candidate will have completed coursework related to international and comparative law, administrative and regulatory law, general constitutional principles of law, and legal research methodology. Some familiarity with or demonstrated interest in issues including weapons of mass destruction, non-proliferation and security, arms control, and new and emerging technologies is preferred.

The candidate should be a self-starter with great attention to detail and excellent writing skills. Any of the following areas of prior work or study or additional skills could be a benefit, though are not required:

  • International relations (political science),
  • Foreign technical assistance, capacity building, or international training,
  • International organizations,
  • Technical subject matter, such as chemical or nuclear engineering, and
  • Professional fluency in a foreign language.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.
