This is a great opportunity for someone with significant USAID contracting experience to lead the development of a fully functioning suite of contracts and compliance systems, tools, and processes, and collaborate with company leadership and project implementation teams to institutionalize and build contract management capacity within the organization. This position mitigates risk across the organization, oversees the corporate review and approval processes, and advises corporate and project implementation teams on matters related to contract compliance.  

Purpose and Need

Environmental Incentives, LLC (EI) is one of USAID’s fastest growing implementing partners, and we currently manage contracts based in Washington, DC and throughout the world. We are seeking a Contracts and Grants Director to advise, guide, and build the resources, processes, and systems necessary to ensure compliant delivery of projects and mitigate corporate risks. The Contracts and Grants Director will also oversee compliance support to project teams for contracts being implemented in Washington DC and beyond, primarily for USAID clients, but also for state and local governments and other non-USG clients. The ideal candidate for this position is an effective collaborator capable of ensuring both the needs of our project teams who are focused on delivering client work, and our corporate teams who are focused on internal operations of the company, are met and we are therefore able to achieve our purpose. The ideal candidate for this position is also a capable doer who will dive into understanding the details of project and overall corporate needs, and produce contracts-related tools, documents, and more to meet those needs. This position reports to the Chief Operating Officer.

Planned Job Responsibilities Within First Year  

Three Months

  • Build relationships with and understand needs program implementation teams, program management staff, and corporate teams. 
  • Learn, identify gaps, and oversee implementation in EI’s existing procurement and contract compliance processes. 
  • Develop implementation and rollout plan for selected contract management system (CMS). 
  • Lead visioning and development of tools, templates, and guidance for EI’s existing and new contracts, grants, and procurement policies and processes. 
  • Conduct contracts-related trainings for EI’s program management team. 

Six Months  

  • Support and lead components of successful project startups for recently awarded contracts and provide guidance on contractual components of existing projects, including those that are going through closeout phases. 
  • Implement and build organizational capacity to use EI’s Contract Management System (CMS) for prime contracts, subcontracts, independent consulting agreements, and corporate vendor agreements. 
  • Identify needs and lead development of resources to related to grants-under-contracts and cooperative agreements. 
  • Provide oversight to program managers on contract inception, implementation, and closeout activities, including preparation of contract briefing materials, required approvals, allowances, funding, procurement, property inventory, and audit file documentation. 
  • Review and analyze contractual commitments, specifications, and changes and develop a process to prepare necessary subcontracts, purchase agreements, consultant agreements, task orders, and subcontract modifications. 

Twelve Months   

  • Monitor compliance with contract terms and conditions in accordance with USG regulations and other applicable laws. 
  • Provide procedures and policy guidance and interpretation for program management staff as well as subcontractors. 
  • Lead update and organizational uptake of EI’s procurement and contract compliance processes and templates. 
  • Lead annual organizational conflict of interest (OCI) trainings for project teams. 
  • Develop training materials for municipal and other non-USG client project teams. 
  • Establish standards and procedures to ensure that compliance efforts throughout the project are effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations. 

Specific Responsibilities  

  • Serve as resource and trusted advisor to program implementation, program management, and corporate teams on USAID and other USG compliance issues. 
  • Maintain deep understanding of contractual obligations of EI’s current and prospective projects, and coordinate and mobilize resources necessary to address those contractual obligations. 
  • Work closely with Operations Director to develop project management processes that ensure compliant contract management of subcontractors, grantees, vendors, personnel, field office operations, etc. 
  • Lead all corporate procurement, contracts, and grants compliance operations. 
  • Maintain, build, and update as needed full cycle corporate and project-related procurement and contracting processes, tools, and systems.  
  • Lead certain components of cost volume-related documentation for proposals, such as teaming and pre-teaming agreements, evidence of responsibility, Section K, etc.
  • Oversee management of EI’s procurement mechanisms, such as but not limited to EI’s GSA Schedule. 
  • Develop compliance-related guidance documents and training materials.  
  • As appropriate, act as main corporate point of contact with contracting officers and other clients on relevant matters. 
  • Stays current with and engages experts inside and outside EI to ensure regulatory changes and compliance best practices are incorporated into day-to-day operations and project teams are well-equipped to deliver on requirements.
  • Develop contracted-compliance plans.  
  • Maintain corporate trackers.  
  • Maintain SAM.gov registration and other company certifications.  
  • Provide corporate-level registration, procurement, and vendor management support. 
  • Identify needs and develop rollout plan for business conduct trainings and internal contracts and procurement compliance resources. 

QUALIFICATIONS  

Minimum Qualifications  

  • Bachelor’s degree and 11 years of relevant experience; Master's degree and 9 years relevant experience or equivalent combination of education and experience. 
  • Demonstrated experience with federal contracts compliance requirements – such as FAR and AIDAR – and other applicable regulatory provisions. 
  • Demonstrated contract compliance experience with USAID contracts and GSA schedules. 
  • Extensive experience with all contract types, including but not limited to: Cost-Plus-, Time & Materials, Firm Fixed Price, Indefinite Quantity, Cooperative Agreements, Grants, and Grants-Under-Contract. 
  • Demonstrated experience negotiating and/or managing subcontracts. 
  • Demonstrated experience managing full cycle procurement processes. 
  • Field-based experience on USAID projects. 

Preferred Qualifications  

  • Demonstrated experience implementing and/or managing CMS. 
  • Demonstrated experience building capacity of staff on matters related to contracts management and compliance. 
  • Demonstrated experience developing USG cost proposals with a lens for contracts compliance and developing and reviewing teaming agreements and pre-teaming agreements. 
  • Experience developing, negotiating, and/or managing subcontracts with non-US organizations and businesses. 
  • Experience managing Organizational Conflict of Interest mitigation plans. 

Knowledge, Skills, and Abilities  

  • Exceptional ability to collaborate with groups such as program implementation, program management, and corporate teams on matters relating to contract compliance. 
  • Knowledge of FAR, AIDAR, GSA, DSSR, FAM, and other regulatory frameworks. 
  • Clarity of thought and effective communication (verbal, written, visual) in English. 
  • Exceptional listening and problem-solving skills and the ability to create a long-term pathway for change in incremental, actionable steps. 
  • Advanced facilitation skills, including process and meeting facilitation. 
  • Ability to attend conference calls and virtual meetings with international clients outside of regular business hours approximately 3-6 times per month.  
  • Proficiency with MS Office suite. 
  • Knowledge of Monday work management software.

Additional Requirements  

  • Legally authorized to work in the United States with no restrictions.
  • Criminal background check required.  

Base Station and Covid-19 Policy  

This opportunity is a full-time position. The preferred location for this role is in Washington, D.C.. However, exceptional remote candidates will be considered as long as you are able to travel to Washington, DC, at least quarterly. If the position is associated with an office, then you will be expected to be present in the office 2 days per week. 

Proof of full vaccination against Covid-19 or legally authorized exemption is required for all Environmental Incentives employees working in the United States, regardless of office location or remote work. Selected candidates will be required to provide proof of full vaccination before beginning employment with Environmental Incentives. Full vaccination is defined as 2 weeks after the final dose of the requisite vaccination.
