Senior Technical Advisor, Community HIV and TB Services (Free State or Mpumalanga)

Purpose of the position (based in Free State or Mpumalanga)

The Senior Technical Advisor, Community HIV and TB Services will be the technical expert and lead for activities related to strengthening community-based systems and services for a large-scale HIV and TB prevention, care and treatment program in South Africa. They will oversee and provide direction for community-level HIV and TB services, their integration with services provided at facilities, and wider efforts to increase the effectiveness, reach, and sustainability of community platforms within an integrated health system. They will spearhead engagement with community-based partners and stakeholders.

This position is contingent upon funding.

Key Accountabilities

  • Set and guide standards which will form the foundation of quality of community-based HIV and TB services, including prevention, case finding and testing, linkage to care, community case management, treatment continuity support, and cross-cutting services (e.g., GBV prevention and response, mental health and psychosocial support, etc.)
  • Provide leadership on the design and implementation of modalities and best practices to reach and serve key and priority populations
  • Create and monitor strategies and interventions to advance seamless integration and bi-directional referral systems between community- and facility-based care and between all stakeholders
  • Design and deliver capacity building programs to strengthen management and delivery of community-based clinical and non-clinical services by the project, local partners, and the DOH.
  • Identify and support local service providers in the target districts (e.g., CBOs, FBOs, traditional health practitioners, private sector actors, etc.)
  • Provide technical input into DOH policies, plans, guidelines, and tools related to community health services
  • Coordinate with monitoring and evaluation staff to ensure collection and use of high quality community data
  • Provide project management and mentorship support to direct reports and local partners to ensure efficient and effective delivery of interventions

Qualifications

Essential qualifications 

  • Advanced degree in public health, social work, behavioral science, social sciences, or related field

Desirable qualifications

  • A Medical degree in a clinical discipline or PhD in public health or related field, with significant project management experience preferred.

Experience & Skills

  • A minimum of 7 years of experience with progressively increasing responsibility in designing, implementing and managing large, complex activities involving multiple partners.
  • A minimum of 5 years prior experience managing international donor-funded health programs, preferably funded by PEPFAR.
  • Demonstrated specialized knowledge and expertise in designing and implementing HIV community service delivery and technical support activities across the cascade.
  • Experience with DREAMS programming preferred.
  • Demonstrated working knowledge and experience of the health care delivery system, the linkages between facility and community, and the network of community-based civil society organizations in South Africa.
  • Experience in a role requiring collaboration with complex internal and external organizations, across all levels of health care system; demonstrated ability to liaise with senior government officials, NGOs, FBOs, CBOs, traditional leaders, the private sector, and the donor community.
  • Experience in leading and managing a technical team composed of technical experts and community-level staff and fostering teamwork.
  • Demonstrated written, presentation and communication skills in English.
  • Previous experience working in South Africa, with an understanding of the local health system and solid relationships at relevant government agencies. South African nationals strongly preferred.
  • Excellent written and oral communication skills as well as strong public presentation skills, including the ability to represent the project to key stakeholders.
  • Ability to produce results and meet all deliverables and targets in a timely manner.
  • Ability to travel locally and internationally.
  • Proficient in MS Office (Word, Excel and PowerPoint)
